Decree No. 105/2025/ND-CP has just been issued by the Government , clearly stipulating the roadmap for handling facilities that do not meet fire prevention and fighting (PCCC) requirements and are put into use before the Law on Fire Prevention and Fighting and Rescue takes effect.
Accordingly, by January 1, 2026 at the latest, the Provincial People's Committee must complete the classification, establish and publish a list of facilities that do not meet fire prevention and fighting standards and cannot be remedied according to standards and regulations at the time of technical operation at the time of putting into operation before the Law on Fire Prevention, Fire Fighting and Rescue takes effect in the management area.
By July 1, 2028 at the latest, the facilities on the list announced by the Provincial People's Committees mentioned above must complete the contents specified in Point c, Clause 6, Article 55 of the Law on Fire Prevention, Fire Fighting and Rescue. For facilities that cannot apply the corresponding technical solutions issued by specialized construction management ministries, after July 1, 2028, they must convert their functions in accordance with the scale and nature of the facility's operations.
By July 1, 2026 at the latest, the ministries managing specialized construction works according to the provisions of the law on construction shall be responsible for presiding over and coordinating with the Ministry of Public Security to implement the provisions at Point b, Clause 6, Article 55 of the Law on Fire Prevention, Fire Fighting and Rescue (regulations on fire prevention and fighting means and equipment and technical solutions to improve fire prevention and fighting safety for works that do not meet fire prevention and fighting requirements under their management authority).
In addition, the Decree also clearly stipulates the roadmap for equipping and connecting fire alarm transmission equipment to the Fire Prevention, Rescue and Relief Database system.
Accordingly, the People's Committee of a centrally-run city is responsible for ensuring funding for the equipment of fire alarm transmission equipment connected to the database system on fire prevention, fire fighting, rescue, and fire alarm transmission for houses in centrally-run cities in areas that do not ensure traffic infrastructure or water sources for fire fighting according to the provisions of law and technical regulations on fire prevention and fighting activities prescribed in Clause 5, Article 20 of the Law on Fire Prevention, Fire Fighting, Rescue, and Rescue according to the following roadmap:
No later than January 1, 2026, the People's Committee of the centrally-run city must complete the classification, establish and publish the list of areas and houses in areas that do not ensure traffic infrastructure or water sources for fire fighting according to the provisions of law and technical regulations on fire prevention and fighting activities in the management area.
No later than July 1, 2027, the People's Committee of a centrally-run city must complete the equipment and connection of fire alarm transmission equipment to the database system on fire prevention, fire fighting, rescue, and fire alarm transmission for houses in centrally-run cities as prescribed in Clause 5, Article 20 of the Law on Fire Prevention, Fire Fighting, Rescue, and Rescue.
By July 1, 2027 at the latest, the head of the facility subject to fire prevention and fighting management in the list specified in Appendix I attached to this Decree must complete the equipment and connection of fire alarm transmission equipment to the database system on fire prevention, fighting, rescue, and fire alarm transmission.
The Decree takes effect from July 1, 2025.
