Accordingly, the newly established commune-level party committee is a grassroots party committee directly under the Provincial Party Committee.

The Standing Committee of the Provincial Party Committee appoints personnel to participate in the commune-level Party Committee for one term (term 2025-2030); orients the structure of the Party Committee's personnel at the commune level, including: Party Committee members, Standing Committee members, Inspection Committee and leaders and managers at the district level who are transferred and assigned to the commune level after completing their activities; incumbent commune-level Party Committee members and external personnel, basically meeting the standards and conditions according to regulations.

Regarding the standards and procedures for appointing personnel to participate in the executive committee, standing committee, secretary, deputy secretary, and inspection committee of the commune-level Party Committee for the 2025-2030 term, it shall be implemented in accordance with Plan No. 225 of the Provincial Party Committee on organizing Party congresses at all levels towards the Provincial Party Congress and the 14th National Party Congress; Regulation No. 47 of the Provincial Party Committee Standing Committee temporarily regulating the standards and conditions for arranging and assigning positions of cadres and leaders in communes and wards (new); Official Dispatch No. 2326 of the Provincial Party Committee Standing Committee on implementing Conclusion No. 150, dated April 14, 2025 of the Politburo . The time to complete the organization of the commune-level Party Congress is before August 31, 2025.

Regarding the age of participation in the newly established commune-level Party Committee for the 2025-2030 term, it is implemented according to Directive 45 of the Politburo and Plan 225 of the Provincial Party Committee. Specifically, the first-time participants must have at least 60 months of remaining working time. The age for re-election must have at least 48 months of remaining working time (the time to calculate the age of participation in the newly established commune-level Party Committee is July 2025).

This regulation applies to positions of district-level Party Committee members for the 2020-2025 term and equivalent or higher; for current commune-level Party Committees (which are grassroots Party Committees), including Secretary, Deputy Secretary, Standing Committee Member of the Party Committee, Chief of Police, and Commander of the Commune-level Military Command. These personnel must ensure the standards and conditions according to regulations.

The document provides guidelines for determining cadres with science and technology (S&T) qualifications. Accordingly, cadres with S&T qualifications are cadres with university degrees or higher in fields related to S&T, innovation, and digital transformation; cadres with university degrees in other majors and have short-term training or development degrees or certificates (from 1 year or more) issued by competent training institutions according to regulations.

Officers have at least 2 years of direct experience in science and technology projects, innovation, and digital transformation programs of agencies, units, and localities and have specific products and results.
