On May 24, the National Assembly discussed the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of social housing. Commenting on the regulation on the national housing fund, delegate Hoang Van Cuong (National Assembly Delegation of Hanoi) analyzed that social housing investment has a very low prescribed profit, and the rental price is even lower, so there is no possibility of capital repayment. Therefore, a fund is needed to create investment capital.

One of the sources of revenue for the national housing fund is that commercial housing projects that do not reserve 20% of their land for social housing development will be converted into money to contribute to the national housing fund. Delegate Hoang Van Cuong said that such a regulation is "very reasonable and very fair".

However, according to delegate Hoang Van Cuong, this regulation only applies to commercial housing projects that have been approved for investment after the Housing Law takes effect. For commercial housing projects that have been approved for investment before the Housing Law takes effect, investors must carry out additional procedures to re-approve the investment policy and redo administrative procedures. This is unnecessary.

Therefore, delegate Hoang Van Cuong proposed to add a transitional provision for commercial housing projects that were approved before the Housing Law took effect, in which the land area reserved for social housing development funds would be converted into commercial land and this land fund would be auctioned to raise money for the national housing fund without having to go through re-approval procedures.

To diversify the sources for the national housing fund, delegate Hoang Van Cuong suggested that people who want to buy or rent social housing should actively save money to contribute to the national housing fund. "The world has funds for home buyers, whoever contributes a lot of money, whoever contributes regularly, looking at that cash flow, they will decide whether this person will be able to buy a house in the future or not, or if this person has little savings, they will switch to rent-to-own, or even if they are not able to save, they will prioritize renting," delegate Hoang Van Cuong said.

Delegate Nguyen Hoang Bao Tran ( National Assembly Delegation of Binh Duong Province) also expressed his strong agreement with the establishment of a national housing fund at the central and local levels, while expanding revenue sources from the budget and socialization. “This is an important financial basis to achieve the goal of providing housing for millions of low-income workers,” said delegate Nguyen Hoang Bao Tran.

However, delegate Nguyen Hoang Bao Tran said that this regulation "still lacks some key elements that need to be clarified and perfected".

Specifically, according to delegate Nguyen Hoang Bao Tran, the regulation has not yet specifically determined the minimum allocation rate from the annual development investment expenditure of the state budget at both central and local levels to form and operate the national housing fund; has not yet distinguished between regions with different social housing needs in large urban areas, where industrial parks are concentrated; has not yet determined the scale of the fund and specific objectives, which will make it difficult to monitor and evaluate the effectiveness of the policy.

Delegate Tran Quoc Tuan (National Assembly Delegation of Tra Vinh Province) proposed solutions to improve and effectively operate the National Housing Fund, such as allocating at least 30 to 50% of the fund to directly support people to buy houses, such as interest rate support. At the same time, establish an independent Management Council, with representatives of the State, trade unions, experts and people's representatives, and at the same time, there should be a mechanism for inspection, supervision, auditing, and periodic reporting to avoid loss and policy profiteering.

Explaining the opinions of National Assembly deputies, Minister of Construction Tran Hong Minh emphasized that this fund is for localities to arrange land, when adjusting planning and resettlement, the localities must take care of it; and secondly, disadvantaged people can borrow from the fund.

“Recently, we implemented the 120,000 billion VND package, now the 145,000 billion VND package on bank money, but by April, we had only disbursed 3,042 billion VND, which means we had only disbursed about 3% in 5 years, which is very poor. Investors are also very frustrated as the delegates also mentioned, it is true that some regulations on credit procedures are too strict, so it cannot be done,” said Minister of Construction Tran Hong Minh.

Concluding the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh affirmed that this is a resolution of profound political, humane and social significance. Based on the Prime Minister's written request, Vice Chairman of the National Assembly Nguyen Khac Dinh requested relevant agencies to promptly carry out the tasks as prescribed to complete the draft resolution in time and submit it to the National Assembly for approval on the last working day of the first meeting at this ninth session.
