BDK - Eliminating temporary and dilapidated houses is not simply repairing and building new houses, but also improving the quality of life, performing well the work of showing gratitude to people with meritorious services, poor households, helping people "settle down and make a living". With that profound humanitarian meaning, the work of eliminating temporary and dilapidated houses in Mo Cay Bac district has been implemented with high determination, through specific, synchronous and responsible actions. From the cooperation of the political system to the consensus of the people, each new solid house has gradually sprung up, opening up hope for a more prosperous and sustainable life for households.

Synchronous solution

According to the report of the Steering Committee for the elimination of temporary and dilapidated houses in Mo Cay Bac district, in recent times, Party committees at all levels, authorities, organizations and people have made efforts to implement the program of eliminating temporary and dilapidated houses. Many directives and instructions have been issued in a timely manner, creating a legal corridor for the implementation of this work. In particular, localities such as Tan Phu Tay commune and Phuoc My Trung town have proactively mobilized and supported people to build solid houses, contributing to reducing the poverty rate.

However, the implementation process still encountered many initial difficulties. The progress of reviewing and assessing the support list was slow, and many households still could not access support resources due to lack of information or unsatisfactory land conditions.

Faced with these challenges, in early April 2025, the District Steering Committee held a meeting of its members and the Commune Steering Committee. Chaired by Secretary of the District Party Committee Pham Thi Thanh Thao - Head of the District Steering Committee, specific directions were given to overcome difficulties and speed up progress. Secretary of the District Party Committee Pham Thi Thanh Thao emphasized: "It is necessary to focus on implementation with a spirit of clear thinking, high determination, great efforts, and drastic actions."

Accordingly, the District People's Committee is assigned to closely follow the direction of the province, urge local support departments to promptly carry out acceptance, payment, and settlement of expenses. At the same time, communes and towns urgently review the list of households in need of support, coordinate human resources to help poor households and policy households build new or repair houses. In particular, Secretary of the District Party Committee Pham Thi Thanh Thao requested: "Determined to complete the elimination of 100% of temporary and dilapidated houses before June 30, 2025 according to the direction of the Provincial Steering Committee".

To realize the goal, the District Steering Committee has assigned specific tasks to each unit. With the close direction of the District Steering Committee and the cooperation of the entire political system, the program to eliminate temporary and dilapidated houses in Mo Cay Bac is gradually changing positively. Up to now, 78/175 houses have been completed.

According to the approval of the Provincial People's Committee in Decision No. 781/QD-UBND dated March 13, 2025 on approving the results of reviewing the need for support for temporary and dilapidated houses in 2025 in the province, Mo Cay Bac district has 288 approved houses. Of which, 191 houses were implemented in phase 1, the remaining houses continued to implement phase 2. Through the review of phase 1, 175/191 houses met the conditions. The total construction cost in phase 1 is 8.88 billion VND, of which 7.26 billion VND is for new construction and 1.62 billion VND is for repair.

Contribute to improving the quality of life

The initial success of the program to eliminate temporary and dilapidated houses in Mo Cay Bac lies not only in the specific numbers but also in the spread of the spirit of mutual love in the community. Households not only received material support but also clearly felt the care and sharing from the government and the people. In the last days of April 2025, when the whole country joyfully celebrated the 50th anniversary of the Liberation of the South and National Reunification, it was also the time on the village roads in Nhuan Phu Tan commune, 18 new houses were gradually taking shape in the joy of many families.

Ms. Pham Thi Bich Nguyen (Phu My hamlet, Nhuan Phu Tan commune), one of the poor households supported by the program in the commune. “Previously, my family had to live in a temporary house, and every time it rained or was windy, we were afraid. Now, thanks to the support of the temporary and dilapidated house removal program, my family has a solid and safe home. I would like to thank the government and organizations for their care and support for my family,” Ms. Pham Thi Bich Nguyen shared.

Not only Ms. Nguyen, many other families in Nhuan Phu Tan commune have also received support in the program. Notably, among the households receiving support, Mr. Nguyen Van Hoang (Giong Giua hamlet) - a relative of a martyr. Standing in front of the house with only 1.5 working days left to complete, Mr. Nguyen Van Hoang said: "We did not expect to receive help in such a difficult time. This is an extremely valuable gift, helping my family have a solid roof to continue trying to overcome illness and difficulties."

On April 30, 2025, 18/29 houses in the program to eliminate temporary and dilapidated houses in Nhuan Phu Tan commune will be completed, bringing a new start to families. Secretary of the Nhuan Phu Tan commune Party Committee Phan Van Thoi - Head of the Steering Committee for eliminating temporary and dilapidated houses in the commune said: "The program to eliminate temporary and dilapidated houses is the sharing and sincere affection of the Party, State and community for people in difficult circumstances. Each house is solidly built, meeting safety requirements. At the same time, it creates motivation for them to rise up in life".

Amidst the bustle of flags and flowers celebrating the great victory of April 30, 1975, the small joys in Nhuan Phu Tan village in particular and Mo Cay Bac district in general are more meaningful. The new houses not only remove the crooked thatched roofs, but also build trust, love, and solidarity, affirming the enduring vitality of the countryside that is changing every day.

Phase 2 of the work to eliminate temporary and dilapidated houses in the district is continuing. The district Steering Committee is determined to complete all 82 houses before June 30, 2025. The construction cost in this phase is 3.87 billion VND, of which 2.82 billion VND is for new construction and the rest is for repairs.
