On November 16, the Standing Committee of the Hue City Party Committee held a conference to announce the Decision of the Central Party Secretariat on personnel work. Member of the Central Party Committee, Deputy Head of the Central Organization Committee Bui Thi Quynh Van attended and presented the decision.
Also attending the conference were Party Central Committee members: Nguyen Dinh Trung, Secretary of Hue City Party Committee; Le Truong Luu, Chairman of the City People's Council, Head of the Hue City National Assembly Delegation, and leaders of Central functional agencies and the Provincial Party Committee and People's Committee of Khanh Hoa province.
At the conference, the representative of the leadership of Local Department II, the Central Organizing Committee announced the Decision of the Central Party Secretariat to transfer comrade Nguyen Khac Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Khanh Hoa province, to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Hue City Party Committee, term 2025-2030.
Presenting the Decision and speaking at the conference, Deputy Head of the Central Organizing Committee Bui Thi Quynh Van congratulated comrade Nguyen Khac Toan on being entrusted with a new task by the Politburo and the Secretariat; and at the same time believed that, with his experience in holding key positions in localities, he will promote his full capacity, enthusiasm and responsibility, continue to learn, strive and work together with the Executive Committee and the Standing Committee of the Hue City Party Committee to excellently complete the assigned tasks.
Comrade Bui Thi Quynh Van said that, implementing the Politburo's policy on arranging the position of Chairman of the Provincial People's Committee who is not a local person, Comrade Nguyen Khac Toan was mobilized and appointed to be introduced to hold the position of Chairman of the Hue City People's Committee in the coming time and emphasized: Comrade Nguyen Khac Toan is a cadre who has grown up from the grassroots, has held many important positions, and has experience in Party building and State management.
The Central Organizing Committee hopes that the Party Committee, government and people of Hue city will continue to support and create favorable conditions for comrade Nguyen Khac Toan to fulfill his new responsibilities; at the same time, it requests the Hue City People's Council to soon implement the process of electing the Chairman of the City People's Committee according to regulations.
“Hue City has a special position, being the only locality in the country with 8 heritages recognized by UNESCO, an important development axis of the whole country; from January 1, 2025, Hue has become a city directly under the Central Government. Therefore, I expect comrade Nguyen Khac Toan and the collective leadership of the City Party Committee and the City People's Committee to build Hue to develop strongly, worthy of the status of a centrally-run city”, comrade Bui Thi Quynh Van emphasized.
In his acceptance speech, comrade Nguyen Khac Toan respectfully thanked the Politburo, the Secretariat, and the Central Organizing Committee for entrusting him with the new task; and thanked the Executive Committee and the Standing Committee of the Hue City Party Committee for their trust and emotional and responsible reception. He affirmed that this was both a great honor and a heavy responsibility before the Party Committee, the government, and the people of Hue City.
Receiving the guidance and orientation of the Deputy Head of the Central Organizing Committee, Comrade Nguyen Khac Toan affirmed that in his new position, he will make every effort, promote the spirit of solidarity, democracy and creativity, and pledge to devote all his efforts, intelligence and sense of responsibility together with the Standing Committee of the City Party Committee and the city leaders to promote the achievements of previous generations, uphold solidarity, innovation, creativity, and take drastic actions for the sustainable, modern and livable development of Hue city.
Comrade Nguyen Khac Toan said that he will always maintain an open-minded attitude, a spirit of learning, and closeness to the grassroots; make efforts with the Executive Committee, the Standing Committee and the Standing Committee of the Hue City Party Committee to promote the tradition of solidarity, intelligence, innovation and creativity; strengthen discipline, improve management effectiveness and efficiency; mobilize the synchronous strength of the entire political system, businesses and people to develop Hue city quickly and sustainably, worthy of being a unique cultural and tourist center of the country and the region.
Comrade Nguyen Khac Toan was born on April 19, 1970, in Dong ward, Ninh Hoa town, Khanh Hoa province; Kinh ethnic group. Professional qualifications: Bachelor of Judicial Law; Bachelor of Party Building and State Administration. Political theory level: Senior. Comrade Nguyen Khac Toan is an alternate member of the Party Central Committee, terms XI and XII.
During his career, he held important positions: Chief of Office of Khanh Hoa Provincial Party Committee; Secretary of Cam Ranh City Party Committee; Head of Provincial Party Committee's Organization Board; Standing Deputy Secretary of Provincial Party Committee; Chairman of Khanh Hoa Provincial People's Council.
From March 2020, he was elected to hold the position of Standing Deputy Secretary of the Provincial Party Committee; from June 2021, he held the position of Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Khanh Hoa province. In September 2025, at the 2nd session of the People's Council of Khanh Hoa province, term VII (2021-2026), he was elected to hold the position of Chairman of the People's Committee of Khanh Hoa province.
