Steering Committee 138/CP and National Steering Committee 389 deploy directions and tasks for 2024

On the morning of January 17, the Steering Committee (SC) of the National Crime Prevention and Control Program (SC 138/CP) and the National Steering Committee for Smuggling, Trade Fraud and Counterfeit Goods Prevention (SC 389) held an online conference to review the work in 2023 and deploy directions and tasks for 2024. Deputy Prime Minister Tran Luu Quang, Head of SC 138/CP and National SC 389 chaired the conference.

According to the report of Steering Committee 138/CP, in 2023, ministries, departments, branches, organizations and localities have focused on drastically implementing directives, resolutions, programs and plans of the Party, the National Assembly , the Government and Steering Committee 138/CP on crime prevention and control. Proactively advising and proposing the Party and the Government to direct the preliminary and final review of many topics and promptly promulgating policies and guidelines for crime prevention and control; actively implementing social security work, hunger eradication and poverty reduction, and new rural construction.

In particular, effectively combat emerging crimes, especially crimes of fraud and appropriation of property in cyberspace, organized crimes disguised as businesses operating in property extortion, crimes related to the inspection of road and waterway motor vehicles; the progress of investigation of cases under the supervision and direction of the Central Steering Committee on anti-corruption and negativity has been accelerated.

Typical cases that have attracted public attention have been promptly brought to trial. Specifically, in 2023, the Ministry of Public Security investigated and discovered 44,733 cases of crimes against social order (2.01% higher than the target assigned by the National Assembly); eliminated 126 organized criminal gangs; arrested, persuaded to surrender, and eliminated 4,511 wanted subjects; received 100% of crime reports and denunciations; detected and handled 4,452 cases, 6,334 subjects committing economic crimes; 868 cases, 2,293 subjects committing crimes related to corruption and positions; detected and handled 659 cases, 15 organizations, 791 individuals committing crimes related to the environment and food safety; detected and handled 27,333 cases, 42,977 subjects committing drug crimes, etc.

The functional units of the Ministry of National Defense have accepted and resolved 9,150 cases, 18,902 subjects of drug crimes; smuggling, trade fraud; human trafficking. The People's Procuracy at all levels has exercised the right to prosecute and investigate 130,354 cases, 200,572 defendants. The investigation agencies have completed the investigation and handled 100,510 cases, 156,039 defendants. The People's Courts at all levels accepted 93,468 cases at first instance with 183,963 defendants; accepted 29,675 dossiers requesting the application of administrative measures such as sending to reform schools, compulsory education facilities and compulsory drug rehabilitation facilities...

Regarding the fight against smuggling, trade fraud and counterfeit goods, in 2023, the National Steering Committee 389 directed, operated, inspected, urged and guided the Steering Committees 389 of ministries, branches and localities to thoroughly grasp and implement the Resolutions, Directives, telegrams, topics, plans and directives of the Government, the Prime Minister and the National Steering Committee 389; coordinated to grasp the situation, deploy solutions to detect, prevent and handle acts of smuggling, trade fraud and counterfeit goods; effectively carried out information, propaganda, dissemination of laws, emulation and rewards in the fight against smuggling, trade fraud and counterfeit goods. As a result of 2023, ministries, branches, functional forces, units and localities detected, arrested and handled 146,678 violations (an increase of 4.95% over the same period); State budget revenue of over 14,570 billion VND (up 14.97% compared to 2022); criminal prosecution of 616 cases, 724 subjects.

At the conference, representatives of ministries, departments, branches and localities discussed and clarified methods and violations of smuggling and commercial fraud in commercial space and in e-commerce transactions; solutions to improve the efficiency of electronic transaction account management; prevent violations related to black credit activities; improve the effectiveness of mediation work at the grassroots level; results of the fight against crime and drug prevention in the area...

Concluding the conference, Deputy Prime Minister Tran Luu Quang acknowledged and commended the efforts of ministries, branches and localities in the fight against smuggling, trade fraud and counterfeit goods; crime prevention, drug prevention, especially the participation of the Ministry of Public Security in implementing special projects, especially drug projects. The Deputy Prime Minister emphasized: In 2023, the fight against crime has had positive changes in all ministries, branches and localities. However, the number of violations detected and handled is still limited, accounting for a small proportion of the total number of violations in many areas.

In 2024, the situation of crime, smuggling, trade fraud and counterfeit goods will continue to be complicated and unpredictable, with the risk of crime increasing, especially high-tech crime. The Deputy Prime Minister requested that in 2024, ministries, branches and localities review and adjust institutions, focus on removing difficulties and obstacles in the fight against crime, smuggling, trade fraud and counterfeit goods in 2023; strengthen coordination between central ministries, branches and localities in the fight against crime; promote the fight, prevention combined with propaganda to raise people's understanding and awareness; increase the application of information technology and digital transformation to improve the effectiveness of the fight against crime, smuggling and trade fraud. Authorities need to evaluate and review their methods, have mechanisms and solutions to collect information more promptly, effectively and accurately; focus on inspection and supervision of participation in criminal investigations...
