The Steering Committee also established an editorial team to summarize the implementation of Resolution 18-NQ/TW.

Based on the orientation of the Central Steering Committee, the Provincial Steering Committee focused on discussing and agreeing on a number of suggested and oriented contents for Party committees, Party organizations, agencies, localities, and units under the province to study and propose streamlining the organizational apparatus of the political system, ensuring that the streamlining of the organizational apparatus is associated with restructuring and building a team of cadres with sufficient qualities, capacity, and prestige to match the tasks.

Therefore, it is necessary to have high unity in awareness and action throughout the entire Provincial Party Committee and the entire political system, creating consensus among the people.

The implementation process must closely follow the requirements of the Central Committee and ensure that it is suitable for the practical situation of the locality. Party committees, Party organizations, agencies, units, and branches at all levels, first of all, leaders and heads, need to be exemplary and proactive in carrying out assigned tasks with the highest determination and determination; identify priority work contents and coordinate smoothly in implementation. It is necessary to urgently deploy tasks in the spirit of "running and lining up at the same time"; the provincial level does not wait for the district level, the district level does not wait for the grassroots level. The Steering Committee, the Editorial Team, and the Standing Body of the Steering Committee must proactively report and advise on the implementation of the Politburo's and the Central Steering Committee's policies on summarizing the implementation of Resolution No. 18, without waiting for Party committees, Party organizations, agencies, and units.
