According to the Steering Committee's report, Lang Son city is currently carrying out site clearance for 37 projects, with a total area to be recovered of 213.6 hectares, affecting more than 1,600 affected cases. Among them are 19 key projects of the province and city.
In the first quarter, Lang Son city measured and counted over 10.5 hectares of 4 projects with 54 affected households, individuals and organizations; issued decisions approving compensation, support and resettlement plans for 28 households, individuals and organizations affected by 3 projects; paid compensation and support to 11 cases with a total amount of over 2.1 billion VND and handed over 3.2 hectares to the investor (a decrease of 0.71 hectares compared to the same period in 2024).
At the conference, representatives of relevant units raised a number of difficulties and obstacles in the work of site clearance for projects such as: there is no specific land price to develop compensation, support and resettlement plans; some projects have difficulty in relocating graves; some affected cases have not coordinated in the process of measurement and counting; some investors have not fully arranged the site clearance budget, affecting the progress of implementation...
In addition, the units have proposed solutions to remove difficulties and obstacles such as: investors need to proactively source funds to promptly pay households when compensation and support are approved; strengthen coordination between specialized agencies of the city, departments, and organizations in propaganda and mobilization work to mobilize people to hand over the site; units performing the tasks need to promptly report to the Steering Committee and the City People's Committee on difficulties and obstacles in the process of site clearance...
Concluding the conference, the Secretary of the City Party Committee suggested that relevant agencies and units should continue to promote their sense of responsibility, closely follow the site clearance plan for each project and assign qualified staff to take charge of the projects, especially key projects of the province and city.
The City People's Committee needs to regularly monitor and promptly report to the Provincial People's Committee to propose compensation, support and resettlement policies and mechanisms to speed up the progress of site clearance; strengthen dialogue to create consensus from the people; strengthen inspection and supervision in the performance of tasks; strictly handle cases of intentional non-compliance with legal regulations during the site clearance process.
Party Committees and People's Committees of communes and wards continue to promote propaganda and mobilization work among people, closely coordinate with specialized units in resolving difficulties and problems.
In addition, units need to innovate the form of propaganda and dissemination of legal knowledge to people to achieve effectiveness. Investors need to actively coordinate with agencies and units of Lang Son city in implementing land acquisition and clearance projects, speeding up the completion of resettlement areas to stabilize the lives of displaced people. At the same time, proactively arrange resources and funding to pay for cases that have approved compensation, support and resettlement plans.
