The conference assessed that with the close and drastic direction of the Steering Committee, methodical and synchronous steps and the efforts of agencies in the political system, the business community and the people, the work of developing science, technology, innovation and digital transformation in the past time has achieved positive results.
In the third quarter of 2025, the leadership, direction and implementation of Resolution No. 57-NQ/TW will continue to be carried out urgently, resolutely and synchronously throughout the political system. This is a period of strong transformation from institutional improvement and planning to implementation and creating concrete results with many practical applications, improving the effectiveness of national governance, effectively operating two-level local governments, promoting socio-economic development and ensuring social security, taking care of people's lives. The contribution of science, technology, innovation and digital transformation to GDP will reach about 16%, demonstrating positive changes, creating a development foundation for the next stage.
Since the beginning of 2025, the Steering Committee, the Standing Committee of the Steering Committee and the Steering Committee's leaders have held 25 meetings, assigning 1,132 specific tasks to ministries, branches and localities. The work of building and perfecting institutions has had many important breakthroughs. Documents have been issued in a timely manner, removing inherent barriers, unlocking financial and budgetary resources and supporting the innovation ecosystem, creating a solid legal foundation and breakthrough momentum for the implementation of Resolution No. 57-NQ/TW.
Regarding national digital transformation, the provision of online public services and services and utilities has gradually become stable and smooth, promoting very positive effects on the economy, society and people's trust; helping to save 4,800 billion VND for localities and 840 billion VND for the Central Government. In addition, many ministries, branches and localities have actively applied information technology and digital transformation to serve people and businesses, helping to improve work efficiency, reduce time and costs, and promote civilization in society, such as applying VNeID to aviation services, public transport...; electronic invoices; non-stop toll collection; electricity bill payment services. Science, technology, innovation and digital transformation activities in recent times have continued to have positive changes, initially linked with strategic technologies.

Speaking at the meeting, Comrade Thai Dai Ngoc - Secretary of Gia Lai Provincial Party Committee said: In the past time, Gia Lai province has promptly issued Programs, Action Plans and concretized important mechanisms and policies, creating a solid foundation for the journey of breakthrough development in science and technology, innovation and digital transformation. In particular, in order to promote the development of basic and applied science, the province has focused on improving the operational efficiency of the International Center for Interdisciplinary Science and Education (ICISE) and upgrading the Institute for Interdisciplinary Science and Education (IFIRSE) to a national key research institute. In particular, the province focuses on 4 basic research directions (Quantum, Neutrinos, Astronomy, Physics - Biology).
After merging the province and implementing the 2-level local government, Gia Lai province has focused on reviewing and implementing 147 tasks of Resolution No. 57-NQ/TW, to date, 76 tasks have been completed, and the remaining 68 tasks are still being implemented. In particular, some outstanding results include: The province has allocated 263.3 billion VND and fully equipped facilities, machinery, equipment, and transmission lines to serve the activities of the commune level, ensuring that the local government apparatus operates smoothly and without interruption. Along with that, the province has increased the number of provincial-level civil servants and public employees to communes and wards to support the resolution of arising problems and inadequacies; provided training, guidance on professional skills, and developed documents and electronic handbooks for searching and reference; deployed the application of Virtual Assistant - AI for the whole province to help cadres, civil servants, and public employees improve productivity and work efficiency; application connecting national database on population in all areas of social life...
The provincial administrative procedure settlement information system has granted the right to exploit population information to serve the reception and settlement of administrative procedures to 1,332 accounts with more than 224 thousand population data exploitations. Continue to digitize, update, and enrich data to ensure that information is always "correct, sufficient, clean, alive, unified, and shared". Complete digitization of 2.9 million household registration data, reaching 100%; review and clean up over 99% of the volume of enterprise tax codes; update 100% of civil servant and public employee records in the government sector; clean up 1.62 million land use right certificates, reaching 80%, continue to check and edit and supplement 440 thousand records, expected to be completed in October 2025.
In addition, the province has approved a plan to reduce processing time and compliance costs for 235 administrative procedures with a reduction rate of 44.05% (the target assigned by the Central Government is 30%); issued a list of 2,144 administrative procedures implemented without administrative boundaries and continued to deploy the non-boundary model for cases of dossiers received directly at the Public Administration Service Centers at all levels.
The assessment result of the People and Business Service Index on the National Public Service Portal, Gia Lai province reached 89.05 points (classified as good).
Through the practical implementation of the tasks of Resolution 57-NQ/TW in the locality, Provincial Party Secretary Thai Dai Ngoc requested the Ministry of Science and Technology to urge ministries and branches to deploy national digital platforms nationwide to accelerate the progress of digital transformation; pay attention to supporting the province in the field of basic research and support the upgrading of the Institute for Interdisciplinary Research and Education (IFIRSE), under the International Center for Interdisciplinary Science and Education (ICISE).
Central ministries and branches deploy the construction of national databases, specialized databases and share data from 116 databases identified for concentrated construction in Resolution No. 71-NQ/CP of the Government so that localities can analyze data to serve leadership, direction and operation based on data in the coming time.
The Ministry of Public Security is considering decentralizing the authority to localities to proactively manage the provision of training materials and evaluate the results of trained subjects through the "Digital Popular Education" platform to facilitate implementation. At the same time, support localities in connecting, exploiting data and cross-checking and cleaning digitized data with the National Population Database...
At the conference, leaders of ministries, branches, provinces and cities reported on some results of implementing Resolution 57-NQ/TW in the context of implementing a two-level local government model while maintaining growth and building a smart city model; solving "bottlenecks" in infrastructure, data and mechanisms; the need for complete autonomy in core technology, reducing foreign dependence, and developing dual-use technology to serve both national defense and people's lives... At the same time, discuss solutions and propose recommendations to make the implementation of tasks in Resolution 57-NQ/TW more effective in the coming time.

Concluding the meeting, General Secretary To Lam acknowledged and highly appreciated the efforts, endeavors, and proactive spirit of all levels, sectors, agencies, units, enterprises, the team of domestic and foreign experts, the Working Group, the National Advisory Council, especially the role of the Standing Steering Committee for its close supervision and decisive direction in the past time.
General Secretary To Lam emphasized that the implementation of Resolution No. 57-NQ/TW is very important, the main driving force for successful implementation of strategic breakthroughs and transformation of the country's development model; science and technology are vital factors for the nation. The fourth quarter of 2025 is the final time to complete the goals and tasks of Resolution No. 57-NQ/TW in 2025, creating a foundation for the next period.
The General Secretary requested that we must firmly implement the new management principle of discipline coming first, resources accompanying, and results being the measure. This is the consistent direction and ideology, the compass for all actions.
Heads of organizations, agencies and units set an example and are responsible to the Party and the People for implementing tasks, ensuring timely completion of tasks, meeting practical requirements and bringing about efficiency. Party agencies from the central to local levels effectively implement digital transformation projects, in accordance with the set roadmap. The Government Party Committee directs to resolutely end the backlog of documents guiding the implementation of laws, striving for 100% of Circulars and Decrees guiding new laws to be issued and effective before March 31, 2026... The Government studies and promulgates under its authority or proposes outstanding and synchronous solutions for the development of science and technology, innovation and digital transformation, especially institutions for the development of the data economy; localization rate to encourage domestic production of science and technology products; has outstanding policies to attract high-quality domestic and international human resources to work in strategic technology industries; Domestic and international communication work is proactive and multi-dimensional, creating social consensus and spreading unified awareness of science and technology, innovation and digital transformation.
Cadres at all levels must uphold the pioneering and exemplary spirit, talk less, do more, be decisive and effective; promptly deploy key tasks and solutions according to assigned functions and tasks.
