At the 6-month review conference, the Central Policy and Strategy Committee affirmed a strong transformation, defining the role of strategic advisory and "creating" the Party's socio -economic policies.
On the afternoon of July 16, the Central Policy and Strategy Committee held a conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2025.
Party Central Committee member, Deputy Head of the Standing Committee, Secretary of the Party Committee of the agency Thai Thanh Quy, said that after being renamed by the Politburo and issued new functions and tasks, the Central Policy and Strategy Committee has undergone a strong transformation, more clearly affirming its role as a leading strategic research and advisory agency of the Party on socio-economics.
With a "constructive" position, the Committee is responsible for orienting the construction and completion of economic institutions, major and important policies, covering areas from economy, society, health,education , labor, energy security, food to resources, environment, digital transformation and international integration. The goal is to improve forecasting capacity, lead innovative thinking, and contribute to helping the Politburo and the Secretariat make strategic visionary decisions for the country's new development stage.
Specifically, in the first 6 months of the year, the Committee has successfully completed many important tasks with projects and reports that met requirements, were on schedule and were highly appreciated by General Secretary To Lam, the Politburo and the Secretariat. In particular, the Committee advised the Politburo to issue 1 Conclusion; submitted 2 Interim Reports on 5 years of implementing the Politburo's Resolutions; completed more than 20 important thematic reports to the General Secretary and key leaders. In addition, the Committee has coordinated to submit to the Politburo to issue 1 Resolution on private economic development and is submitting for consideration and approval 3 new Resolutions.
In addition, the Board has proactively researched, appraised and commented on 162 reports, projects and documents related to socio-economics, national defense, security and foreign affairs. Many urgent and breakthrough issues have been promptly advised by the Board (such as Resolution on education and training; Resolution on public health care; Resolution on State economic development; Growth target for 2025 and the following years; Management mechanism of gold market, crypto-asset trading floor; Hydrogen energy development policy; Response to the US imposition of reciprocal tariffs...).
To meet the requirements of the task, the Board has carried out a "revolution" in thinking and organizing the apparatus towards streamlining, effectiveness and efficiency; resolutely built a performance evaluation system (KPIs) and issued a mechanism to attract the country's leading experts.
Speaking at the conference, Comrade Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee, emphasized that the Committee's position has been raised to become an advisory body for the Party on major and important policies and strategies. This is demonstrated through the special attention of General Secretary To Lam and other Party and State leaders, with the General Secretary having worked directly with the Committee three times in a short period of time.
Mr. Tran Luu Quang acknowledged that the quality of the Board's work has been increasingly improved, with the ability to meet urgent time requirements while still ensuring depth. The work of streamlining the apparatus, receiving the Institute for Policy and Strategy Studies and changing the headquarters has been carried out smoothly, creating stability for staff to focus on their expertise.
Regarding the direction for the last 6 months of the year, the Central Policy and Strategy Committee will focus on completing major projects to submit to the Politburo; contributing opinions to draft documents to submit to Party Congresses at all levels and preparing for the 14th National Party Congress. Along with that, the Committee will continue to monitor and grasp the socio-economic situation of localities to promptly advise and remove difficulties and obstacles.
Emphasizing the country's revolutionary changes, Mr. Tran Luu Quang suggested that each cadre and civil servant need to change their approach, strongly apply information technology, digital transformation and seriously implement KPIs. He expressed his belief that with solidarity and high determination, the Central Policy and Strategy Committee will successfully complete the assigned political tasks in 2025./.
