Anticipate risky situations
According to the Secretary of the Cao Bang Provincial Party Committee, with the strong determination of the Government, local authorities, the consortium of investors and contractors, the project strives to basically open the route by December 19, which is an "extremely challenging" goal. According to Mr. Quan Minh Cuong, the success of the project in the coming period will depend entirely on the coordinated efforts and synchronous implementation of all parties.
The Cao Bang Provincial Party Secretary also directed the entire local political system to give top priority to supporting investors, while requiring contractors to apply scientific and methodical construction methods, speed up progress but ensure safety and quality of the project. The Head of the Project Steering Committee also warned of potential risks related to policy mechanisms, weather in the upcoming floods and delays in capital disbursement that will affect the construction progress.
He suggested that the government and investors unify their awareness, act together and urgently develop response scenarios to speed up progress. “The flood season is approaching, all parties need to review resources, anticipate emerging situations to avoid falling into a passive position,” Mr. Quan Minh Cuong emphasized.

Resolving backlog in land clearance for Dong Dang-Tra Linh expressway
According to the Working Group, to complete the route opening target in 2025, investors, project enterprises, and contractors have mobilized 3,228 personnel and 1,428 machines and equipment, deployed more than 200 construction teams, simultaneously approaching the handed-over land segments; the cumulative output to date has reached about 3,000 out of a total of 10,438 billion VND (more than 30% of the contract value).
Regarding site clearance, to date, localities have handed over nearly 785 hectares out of a total of nearly 826 hectares (over 98%) to the project according to technical design documents; of which, Cao Bang province handed over more than 362 hectares, reaching 98.6%, Lang Son province handed over nearly 449 hectares, reaching nearly 98%.

In June 2025, the authorities of Cao Bang and Lang Son provinces committed to hand over the entire site to the project. Currently, the local authorities are actively coordinating with the project enterprise to complete the site clearance (additional) according to the technical design step's dossier boundary, organize appraisal, submit for approval the plan, estimate the cost of compensation, resettlement support; propagate and mobilize households to hand over the residential land soon,...
Sharing benefits-risks
According to the original plan and signed contract, the project will be completed in December 2026, however, according to the Prime Minister's direction, the project is expected to be "completed" in 2025. The investor reported that when shortening the progress by nearly 10 months, the parties need to agree on the spirit of "harmonious benefits, shared risks", and the parties involved need to coordinate closely to resolve problems related to dumping sites, sites, materials, etc. Due to the demand for materials that need to be mobilized far exceeding the mining capacity, causing a shortage of stone materials for the project, and costs from labor to materials increased compared to the estimate.
“When the completion milestone is shortened according to the State's request and also the people's desire, to implement it, investors must contribute capital faster, contractors must mobilize more resources to work overtime, increase shifts, leading to escalating material prices. No one has discussed solutions for the current risks, but we still do it and request continued consideration and resolution,” Mr. Ho Minh Hoang, Chairman of the Board of Directors of Deo Ca Group, Deputy Head of the Project Steering Committee frankly pointed out the reality.
Referring to the construction plan in rainy season conditions and the route opening deadline of only 6 months, the Chairman of Deo Ca Group affirmed: Along with speeding up the progress, technical processes must ensure quality and legal regulations must still be strictly followed. With unusual weather developments, the project's route opening in 2025 will be a big challenge for Cao Bang province and Deo Ca Group.

Regarding the implementation of phase 2 of the project, the Grassroots Appraisal Council and the Department of Construction of Cao Bang province are currently appraising the adjustment of the investment policy, expected to approve the adjustment of the investment policy before June 20, 2025 and approve the project before June 30, 2025. For the investment in the rest stop, local authorities and contractors need to coordinate flexibly and "understand each other" to create consensus with the local community. Regarding the source of materials, the investor consortium proposed that local authorities flexibly issue specific policies to increase the mine capacity, promptly meeting the construction needs of contractors.
Mr. Le Hai Hoa, Chairman of the People's Committee of Cao Bang province, said that up to this point, the project has recorded very positive results, but the workload is still very heavy. The parties need to find ways to overcome difficulties, not be subjective and willful, make the most of the construction time, absolutely comply with legal regulations, and not let negativity or personal interests occur.

Provincial Party Secretary Quan Minh Cuong requested that Thach An and Quang Hoa districts complete all site clearance this June, and mobilize to gain maximum consensus from the people. Regarding material sources, relevant departments and branches in the province will make the most of specific mechanisms and policies to increase mining capacity to serve the project, while ensuring the safety of workers and surrounding people. Regarding the implementation of phase 2 of the project, Mr. Quan Minh Cuong firmly affirmed that the starting date of August 19, 2025 is a direct political request from the Prime Minister. All related procedures need to be completed and resolved on schedule so as not to delay the overall plan.
Regarding construction activities, Mr. Quan Minh Cuong requested contractors to mobilize maximum machinery and human resources, while strictly complying with regulations on labor safety and construction quality. He emphasized that only political determination combined with scientific methods, strict adherence to procedures, and sympathy and sharing can bring the modern highway to the finish line on time, contributing to promoting socio-economic development of Cao Bang province.
At the recent 2025 Annual General Meeting of Shareholders of Deo Ca Group, Mr. Ho Minh Hoang affirmed that for the PPP ++ projects implemented by the Group, investors who are also contractors must commit to jointly take responsibility for the quality of the project, and warranty the project throughout its life cycle. Enterprises need to take responsibility for each job and item they construct when the investment capital has been contributed, and the project enterprise will retain the construction warranty costs to ensure the commitment to the warranty period.
