Mr. Trinh Xuan Tan, Chairman of the Yen Dinh District Business Association, suggested: Enterprises, cooperatives, and business owners come to transact at the "one-stop" Department, but some units have not completed procedures at this location but have to go through other departments, causing travel and waiting time to be longer, so when taking opinions to evaluate the district's DDCI index, it will be rated low. Therefore, it is recommended that the district leaders thoroughly direct the "one-stop" Department to do better in its assigned tasks, have a more flexible way of working, be more for the people, and be closer to the people so that when surveying and collecting opinions from organizations and individuals about the district's DDCI, it will be more accurate. Especially specialized departments, such as: Natural Resources and Environment, Branch of the District Land Registration Office... regularly contact business organizations and individuals.

In addition, the district pays attention to and creates conditions for enterprises located in the area to build and implement works and investment projects in the district, in order to create conditions for enterprises to develop and create jobs for local workers.

Create favorable conditions for legal corridors and administrative procedures for cooperatives to access policies according to resolutions of the Provincial and District People's Councils.

Therefore, it is recommended that competent authorities institutionalize mechanisms and policies to encourage business households to operate according to the enterprise model; incentive mechanisms and policies include loan support, enjoying preferential tax policies, loan support or applying interest rates to encourage business households in encouraged fields so that many business households can develop; strengthen the dissemination and propaganda of taxes, access to capital, and markets so that business households have opportunities and conditions to expand their markets and business capacity.

To achieve the above goals, the Secretary of the District Party Committee requested that authorities at all levels, especially the District People's Committee, regularly pay attention to, monitor, evaluate, and correctly identify the remaining limitations and shortcomings related to solving work for people and businesses; constantly innovate the management method from management to service, accompanying and sharing with businesses and people; strengthen decentralization and delegation of authority, associated with the responsibility of collectives and individuals in performing public duties, especially promoting the role of leaders in leading, directing, and handling work, especially work directly related to people and businesses.

The departments, offices, and functional agencies of the district, especially the specialized agencies of the District People's Committee, promote their roles and responsibilities, improve the quality of consulting, handling work, accompanying, supporting, and empowering businesses; advise, promote administrative reform, handle work in the electronic environment to reduce costs and travel time, reduce inconvenience for people and businesses, and strictly handle cases of officials, civil servants, and public employees who violate the law during the performance of official duties.

Increase meetings, dialogues, listen to feedback, suggestions, and recommendations from businesses, cooperatives, and production and business households to direct and resolve within authority, accompany businesses to propose and recommend to competent authorities, consider and resolve, in order to promptly and effectively remove difficulties and obstacles. Especially obstacles in the fields of land, construction investment, tax, credit, fire prevention and fighting, etc.

The People's Committee, the Fatherland Front and socio-political organizations proactively coordinate closely with the People's Committees at all levels in deploying and implementing the 2023 Government People's Committee Plan.
