Issuing a Plan to improve the quality and efficiency of using online public services by 2025

(Haiphong.gov.vn) – The City People's Committee has just issued Plan No. 132/KH-UBND on improving the quality and efficiency of using online public services in the city by 2025. The plan aims to concretize the goal of "Digital transformation with people as the center and driving force", aiming to build the image of "Digital Citizen", promote the responsibility of leaders in directing, operating, replicating effective models, good practices, ensuring the completion of the set targets.

Accordingly, the city will focus on perfecting institutions, legal policies, promoting administrative reform, simplifying procedures, improving the quality of provision and efficiency of online public services throughout the process, increasing online payments, ensuring friendliness and ease of use for people and businesses. Along with that, the city requires raising awareness and responsibility of heads of departments, branches, sectors, district and commune People's Committees in implementing digital transformation; building a team of cadres, civil servants and public employees with sufficient capacity, proactively and actively guiding and supporting people to carry out online administrative procedures, taking the lead in using online public services and mobilizing relatives to do the same.

Some specific targets are set, including: 100% of administrative procedures that meet the prescribed conditions are provided in the form of full-process online public services; 80% of full-process online public services are integrated and provided on the National Public Service Portal; 100% of administrative procedure settlement results are digitized and synchronized on the National Public Service Portal; 75% of records are performed online by people and businesses; at least 50% of payment transactions are made via the National Public Service Portal; 100% of administrative procedures requiring financial obligations are supported for online payment; 100% of records are updated in the City Administrative Procedure Settlement Information System; at least 75% of records are processed completely online; the rate of digitization of records and processing results reaches 100% at the department and district levels and 80% at the commune level; 60% of adults use online public services; 100% of people and businesses are identified and authenticated uniformly across systems from central to local levels.

To achieve the above goals, the city will deploy many synchronous groups of solutions such as: Reviewing and upgrading the City's Administrative Procedure Information System according to regulations; adding administrative procedures with high frequency to the list of online provision throughout the process; promoting reform and simplification of administrative procedures; strengthening propaganda, raising awareness and skills in using online public services throughout society; including instructions on online payment, personal digital signature and use of public services in communication and propaganda plans on digital transformation of agencies, units and localities; ensuring safety and security of information systems serving administrative procedure settlement. At the same time, the city encourages people and businesses to use non-cash payment methods by reducing fees and charges, promoting the benefits of using online public services, ensuring compliance with the provisions of the Law on Electronic Transactions No. 20/2023/QH15 effective from July 1, 2024. The city will also focus on digitizing records, cleaning data, and increasing the reuse of digitized data through connecting and sharing with the Personal and Organizational Data Management Warehouse on the National Public Service Portal.

The City People's Committee requests agencies, units and localities to seriously and effectively implement the Plan, clearly define responsibilities and assign specific tasks to complete the set targets, contributing to improving the quality of service for people and businesses and promoting the comprehensive digital transformation process in the city./.
