2026 will conduct a question and answer session
The report on the National Assembly's proposed Supervisory Program for 2026 was presented by Chairman of the Committee for People's Aspirations and Supervision Duong Thanh Binh. Accordingly, in 2024 and the first months of 2025, the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly delegations and National Assembly deputies have comprehensively and synchronously implemented supervisory activities with many improvements and innovations, closely following major issues emerging in the country's socio -economic life, while proactively and flexibly adjusting to suit the practical situation and have achieved important results.

Regarding the proposed National Assembly's Supervisory Program for 2026, based on the characteristics and special situation of 2026, the National Assembly Standing Committee recommends that the National Assembly allow not to propose thematic supervision content in the National Assembly's Supervisory Program for 2026.

Accordingly, the National Assembly Standing Committee plans the content of the National Assembly's Supervision Program in 2026. That is, at the First Session, the 16th National Assembly will consider 8 reports of the Government , 1 report of the National Assembly Standing Committee and other reports of relevant agencies according to the provisions of law.
At the Second Session, the 16th National Assembly reviewed 22 reports of the Government, 3 reports of the National Assembly Standing Committee and other reports of relevant agencies as prescribed by law; conducted 1 question-and-answer session.
Monitoring activities are increasingly deeper, wider and closer to the people.
The majority of National Assembly deputies agreed with the assessment and results of the implementation of the 2024 monitoring program and the first months of 2025.

Through monitoring activities, it has significantly contributed to improving the quality of State management in all fields. The sectors and levels subject to monitoring are aware of their responsibilities, increasingly performing their functions and tasks more effectively, especially overcoming limitations and shortcomings after monitoring, meeting the expectations of people and voters nationwide.
2026 is the year of the 14th National Party Congress, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. At the same time, it is the year of the transfer of work between the two National Assembly terms, including the transfer between the apparatus of the old term and the apparatus of the new term. Therefore, the majority of National Assembly deputies agreed with the proposed National Assembly Supervision Program for 2026.
National Assembly Deputy Ma Thi Thuy (Tuyen Quang) proposed to further improve the effectiveness of questioning and answering questions. The delegate pointed out that recently, due to the limited time for direct questioning in the hall, while many National Assembly deputies registered to question, many deputies had to send question forms to the Government, ministries and branches related to the content of the questioning. In general, the responses of the Government and ministries and branches to questions by sending ballots were serious, but the delegate said that the responses were often general, not specific, and did not clearly address the issues that voters reflected. Therefore, delegate Ma Thi Thuy suggested that there should be criteria and tools to manage and monitor the implementation of the promises of the Government and ministries and branches to voters and the People.

Sharing the same view, delegate Pham Van Hoa suggested that the National Assembly Standing Committee consider extending the questioning time so that those deputies who have registered to ask questions can do so. At the same time, ministries and branches that answer questions should also be more specific and clear, because this is a content that voters are very interested in and follow.
In addition, some National Assembly deputies proposed adding some thematic supervision contents in 2026 in areas such as: clean water, land, agricultural and forestry farms, food hygiene and safety, administrative procedure reform, etc.
Concluding the session, Vice Chairman of the National Assembly Tran Quang Phuong stated that the proposals for thematic supervision in 2026 will be reported to the National Assembly Standing Committee so that thematic supervision can be carried out or assigned to the Ethnic Council and National Assembly Committees according to their functions and tasks to carry out supervision or organize other forms of supervision such as questioning and explanation for flexibility and suitability to reality.

Regarding the proposal to increase questioning time for National Assembly deputies, overcome reports that do not clearly indicate limitations and causes, improve the way to register software for speech registration, etc., the Vice Chairman of the National Assembly said that the National Assembly Standing Committee is focusing on digital transformation, trying to pioneer in applying AI intelligence and will have a thematic report for National Assembly deputies to comment on.
