As reported by the People's Representative Newspaper, this morning, November 10, in Hanoi, the Central Propaganda and Mass Mobilization Commission chaired and coordinated with the Central Organizing Committee and the National Political Publishing House, Truth, to organize a national scientific conference on "Building regulations on political and ideological work". In the context of the country entering a new era with many great goals but also posing many challenges, political and ideological work plays an increasingly important role, with a long-term strategic nature, to consolidate the Party's ideological foundation, unify the will and action within the entire Party and political system, maintain the people's trust, gather the great national unity bloc, encourage all classes of people to overcome all difficulties and challenges, strengthen the country's endogenous strength, and meet the needs of rapid and sustainable development.

In response to that request, the Politburo affirmed the necessity of issuing Regulations on the Party's political and ideological work, in order to concretize and unify the Party's viewpoints on Party building in terms of politics, ideology, and ethics in the new situation, institutionalize the requirements, principles, and responsibilities of Party organizations and Party members in studying, thoroughly grasping, and propagating actions according to the Party's Resolution, creating a basis for unity throughout the Party, ensuring synchronous direction, avoiding formalism and achievements in ideological work.

Carrying out the tasks assigned by the Politburo, the Central Propaganda and Mass Mobilization Commission has urgently and actively implemented the Project "Building Regulations on political and ideological work". The draft Regulations have initially outlined and shaped the contents on determining the principles, contents, and responsibilities of Party committees, Party organizations, cadres, and Party members in the Party's political and ideological work.

The Draft Regulation emphasizes the viewpoint that political and ideological work is an important and regular task, a red thread running through all activities of the Party; requires improving the political mettle, intelligence, pioneering and exemplary role and action capacity of Party committees, Party organizations, cadres and Party members, building a solid political and ideological foundation, in order to create a strong driving force for national development in the new era.

Effective implementation of revolutionary policies requires strengthening the Party's comprehensive, centralized, and unified leadership; further strengthening political and ideological solidarity and consensus within the entire Party, political system, and society. This requires the promulgation of Regulations on the Party's political and ideological work.

The Deputy Head of the Central Propaganda and Mass Mobilization Commission requested that delegates attending the Workshop focus on discussing and clarifying the following key groups of issues:

Firstly, clarify the requirements, significance and urgency of promulgating the Party's political and ideological regulations; the scope, subjects, regulations as well as the principles, goals and requirements to be achieved to ensure consistency with the Party's resolutions and regulations and the State's laws.

Second, highlight the core and necessary contents to ensure principles and regulations in political and ideological work in a quantified direction, specifying directional requirements for inspection, supervision and assessment of the level of implementation.

Third, Regulate responsibilities in organizing the implementation of the Regulation, clarify the coordination, inspection, supervision, reward and handling of violations in the political and ideological fields, ensuring that the Regulation takes effect, soon comes into life, promotes efficiency, and meets current goals and requirements.

Clearly define the mechanism for implementation, inspection and supervision to avoid overlap and formality.

From the rich practices of localities, delegates attending the Workshop shared many good and creative models and practices in ideological orientation, self-criticism and criticism of cadres and party members, contributing to strengthening people's trust in the Party, strengthening internal solidarity and improving the leadership capacity and fighting strength of the Party organization. The enthusiastic and accurate opinions and suggestions at the Workshop are an important basis for the Steering Committee to develop a Project to absorb and perfect the Regulations on political and ideological work, in accordance with the requirements of the digital age and the development of the country.

To clarify and deepen the theme and content of the Workshop, after the presentations, a roundtable discussion session took place with the participation of scientists, experts, and managers in strategic advisory agencies on Party building, in the People's Public Security force, and in the training and fostering of cadres at all levels.

The discussions at the roundtable session provided profound perspectives and thorough analysis on the requirements for strengthening political trust, building Party culture, public ethics and communication standards in the new context.

Scientists and experts agree that the promulgation of regulations on political and ideological work is an inevitable requirement to strengthen political awareness and belief; enhance responsibility, mettle and public ethics of cadres and party members; and at the same time build Party culture, communication standards, working style and manners in the entire political system.

Concluding the Workshop, Party Central Committee member, Deputy Head of the Central Propaganda and Mass Mobilization Commission Lai Xuan Mon affirmed that the opinions presented at the Workshop have high scientific content, are sharp in both theory and practice, and are very practical and useful for updating, supplementing and perfecting the draft Regulations on the Party's political and ideological work.
