Issue a plan to implement the Law on Juvenile Justice

The objective of the Plan is to specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law; determine the responsibilities and coordination mechanism between ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities in carrying out activities to implement the Law nationwide; raise awareness and responsibility of all levels, sectors and localities in implementing the Law.

According to the Plan, in 2025 and the following years, the Ministry of Justice , Ministry of Public Security, Ministry of National Defense, Ministry of Health, Ministry of Education and Training, People's Committees of provinces and centrally run cities and relevant agencies will organize propaganda, dissemination and education of laws on juvenile justice.

The plan assigns the Ministry of Justice, Ministry of Public Security , Ministry of National Defense, Ministry of Finance, Ministry of Health, Ministry of Education and Training to review legal documents related to the provisions of the Law under the state management authority of the ministries...

Ministries shall send the review results to the Ministry of Justice before September 15, 2025. The Ministry of Justice shall synthesize the review results and report to the Prime Minister before October 15, 2025.

Regarding the development of legal documents detailing and guiding the implementation of the Law and other relevant documents, before October 15, 2025, the Ministry of Finance shall submit to the Government a Government Decree detailing funding, costs, and support for judicial activities of minors; the Ministry of Health shall submit to the Government a Government Decree detailing compensation for minors who are victims (Clause 3, Article 160 of the Law)...

Before December 31, 2025, the People's Committees of provinces and centrally run cities shall publish the list of social workers according to Clause 5, Article 32 of the Law. This list shall be updated and supplemented before December 15 every year...

The Law on Juvenile Justice was passed by the 15th National Assembly at its 8th session on November 30, 2024, and will take effect from January 1, 2026.
