On the morning of June 11, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh , Head of the Organizing Committee of the 80th Anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and National Day September 2 (September 2, 1945 - September 2, 2025) of the city, chaired the meeting of the Organizing Committee.
Attending the meeting were members of the Standing Committee, Deputy Head of the Organizing Committee of the Anniversary Ceremony : Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Doan Toan, Vice Chairman of the City People's Committee Duong Duc Tuan. Also attending were Deputy Heads of the Organizing Committee of the Anniversary Ceremony, Vice Chairmen of the City People's Committee: Nguyen Manh Quyen, Vu Thu Ha; representatives of leaders of units.
Deploying 10 key task groups for preparation work
Reporting at the meeting, Deputy Director of the Hanoi Department of Culture and Sports Pham Xuan Tai said that the celebration, parade and march will take place on the morning of September 2 at Ba Dinh Square and some central streets of Hanoi. According to the proposal of the Organizing Committee, it is expected that about 40,000 people will participate, including invited guests, mass forces, task forces, parade and marching forces, etc.
This is a large-scale national activity, receiving special attention from leaders of the Party, State, central agencies, provinces, cities, diplomatic agencies, international organizations, domestic and international press agencies and the masses.
Mr. Pham Xuan Tai said that based on the tasks assigned by the Central Steering Committee, the City People's Committee has focused on leading and directing the city's departments, branches and sectors to deploy 10 key task groups.
Specifically, the design, construction, management and operation of the National Emblem model car, the car carrying the portrait of President Ho Chi Minh, the model car symbolizing the 80th anniversary of the National Day of the Socialist Republic of Vietnam; mobilizing the mass forces; developing and implementing plans for traffic flow, route division, and traffic safety. ensure security and order in the city; plan/scheme to absolutely ensure security and traffic safety; develop and implement plans to handle situations of preventing and combating terrorism, protests, causing public disorder, and fire prevention and fighting.
Along with that is developing a plan and arranging forces to collect and transport waste to ensure a "green - clean - beautiful" environment.
The city also develops plans for medical care, epidemic prevention, food safety and hygiene, emergency care, arranging ambulances, doctors and vehicles, medicine, medical supplies, hygiene and safety, food... ready for emergency care at training areas, joint training, preliminary rehearsals, general rehearsals and celebrations, parades, marches and the masses.
At the same time, design the overall layout and organize the decoration of the stage, install the grandstand (30,000 seats), install the LED screen system, decorate propaganda and visual. In particular, the city builds a plan to arrange the loudspeaker system on the streets, streets where the parade and marching forces pass through and 5 full-range speaker clusters at 5 key clusters.
Regarding logistics, the city builds a policy mechanism to support forces serving the city's anniversary activities...
At the meeting, members of the Organizing Committee of the Anniversary Ceremony and representatives of leaders of departments and branches discussed and exchanged the implementation of the tasks of the Organizing Committee according to assigned fields.
In particular, Vice Chairman of the City People's Committee Vu Thu Ha emphasized the implementation of tasks of 6 Subcommittees assisting the Organizing Committee, including: Parade and Marching Subcommittee; Content, Propaganda and Health Subcommittee; Security, Order and Traffic Subcommittee; Environmental Sanitation Subcommittee; Materials and Logistics Subcommittee; Reception Subcommittee.
To ensure the good implementation of the tasks assigned by the Central Steering Committee to Hanoi city, the Department of Culture and Sports recommends that the City People's Committee direct regular meetings of the Subcommittees assisting the Organizing Committee, checking the progress of implementation, and resolving difficulties and problems in the implementation process.
The Department of Culture and Sports also requested that the Heads of departments, branches and sectors be the standing agencies to develop plans for parades, marches; security, order, traffic; environmental sanitation; health; logistics; and reception, focusing on directing the implementation of tasks to ensure progress; regularly exchanging and coordinating to ensure timeliness and unity.
Clearly assign people and responsibilities for a successful event
Speaking at the meeting, members of the Organizing Committee said that departments and branches need to closely follow the direction of the Central Government, proactively carry out Hanoi's tasks in the direction of clearly defining people and responsibilities to ensure the success of the event. Through the actual organization of events, it is necessary to assign forces to control the routes into the inner city; pay attention to the grandstand plan when the weather changes; plans to control electricity, technology, environmental sanitation, etc.
Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Doan Toan highly appreciated the preparation work of the units, in which the city proactively identified the tasks assigned by the Central Government. The City Party Committee issued an early Directive for the units to make plans and the detailed plan will be approved before June 15. Of these, there are 9 activities that the city must coordinate with the Central Government; 22 activities that the city proactively implemented.
The Head of the Propaganda and Mass Mobilization Department of the City Party Committee proposed to soon complete the division of labor in the Organizing Committee and establish 6 service subcommittees. After the decision to establish the subcommittees is made, the division of labor and tasks must be clearly assigned to people and tasks to ensure continuity of work.
Noting that forecasting must be at the highest level, comrade Nguyen Doan Toan suggested having plans to meet forecast scenarios to serve the number of people attending the event, especially the issue of ensuring food, environmental hygiene, accommodation, etc.
Regarding specific tasks, comrade Nguyen Doan Toan said that it is necessary to soon have a script for the cultural and artistic program, program mockup, billboards and visual propaganda locations so that the City Party Committee's Propaganda and Mass Mobilization Department can review the content and ensure political factors.
"The work needs to be carried out at the same time with the spirit of running and lining up at the same time," emphasized the Head of the Propaganda and Mass Mobilization Department of the City Party Committee.
Regarding information and propaganda, Comrade Nguyen Doan Toan suggested that the Propaganda Subcommittee have a specific plan, so that the press agencies of the Capital and the Central Government can get involved early, closely following the spirit of the Steering Committee, highlighting the significance of the August Revolution and National Day September 2, so that people can see the development process of the Capital and the country over the past 80 years. The sources of information provided to the press must be consistent, avoiding the case where the press exploits unverified information.
Concluding the meeting, Chairman of the City People's Committee Tran Sy Thanh highly appreciated the preparation of departments, branches and focal units that proactively grasped their work.
Chairman of the City People's Committee Tran Sy Thanh noted that learning from the experience of organizing previous events, units need to be proactive early, have plans ready in all situations, and avoid even the smallest shortcomings. At the same time, he requested that when implementing tasks, there must be the earliest approval from the Central Government for the city's tasks.
Agreeing with the proposals of the departments and branches at the meeting, the Chairman of the Hanoi People's Committee requested the Office of the City People's Committee to promptly complete and issue the Parade and Marching Plan before June 15. At the same time, he requested that the reception of delegates must be thoughtful, respectful and given top priority, ensuring that everyone can participate; security control must be ensured.
Comrade Tran Sy Thanh especially noted that in the information and propaganda work, it is necessary to unify the approach to be flexible and effective in order to create an exciting atmosphere among the entire population, thereby spreading the culture of civilized and elegant behavior of Hanoi people.
