The dispatch clearly states: On June 12, 2025, the Government issued the following Decrees: Decree No. 128/2025/ND-CP regulating decentralization and delegation in state management of the home affairs sector and Decree No. 129/2025/ND-CP regulating the decentralization of authority of two-level local authorities in the state management sector of the Ministry of Home Affairs ; the above Decrees take effect from July 1, 2025.
The City People's Committee assigned departments, branches, sectors, People's Committees of districts, towns (People's Committees of new communes and wards after the arrangement) to access Decree No. 128/2025/ND-CP dated June 12, 2025 and Decree No. 129/2025/ND-CP dated June 12, 2025 of the Government on the Official Gazette, the Government's Electronic Information Portal to study, implement and guide agencies and units to implement according to regulations.
Departments and branches: Home Affairs, Justice, Office of the City People's Committee, based on assigned functions and tasks, preside over and coordinate with relevant units, People's Committees of districts, towns (People's Committees of communes and wards after the rearrangement) to review the contents of the Government's Decrees, advise and propose the City People's Committee to consider amending, supplementing and adjusting the city's regulations (if any before), and report to the City People's Committee before June 30, 2025.
