
At this meeting, the Legal Committee reviewed the following contents: Draft Resolution on supplementing the number of employees receiving salaries from the State budget for public preschool and generaleducation institutions under the Department of Education and Training and People's Committees of districts, towns and cities for the 2023-2024 school year; Draft Resolution on Regulations on criteria for establishing security and order protection teams; criteria on the number of members of security and order protection teams and ensuring working conditions for people participating in security and order protection forces at the grassroots level in Dien Bien province; Draft Resolution on approving the project on rearranging administrative units at district and commune levels for the period 2023-2025 of Dien Bien province.
In the 2023-2024 school year, the number of employees receiving salaries from the budget for public preschool and general education institutions will be 437 positions. According to delegates attending the meeting, up to now, the allocation of positions has been late compared to actual needs, so the province should allocate positions directly to districts, towns, and cities to ensure time and arrange positions.

Regarding the content of the Resolution on the criteria for establishing security and order protection teams, delegates also agreed with the scope of regulation, applicable subjects, establishment criteria and support and compensation levels to ensure uniforms, badges, insignia, and signs; support for purchasing and equipment for work according to the report No. 2605/TTr-UBND dated June 13, 2024. At the same time, the drafting agency was requested to reorganize a number of articles and clauses in the draft Resolution to ensure consistency and connection between the contents.
Regarding the Draft Resolution approving the Project on the arrangement of district and commune-level administrative units for the period 2023-2025 of Dien Bien province, the Legal Committee (Provincial People's Council) requested the People's Committee to report on the results and progress of the review, adjustment and supplementation of local plans to ensure consistency with the overall plan for the arrangement of commune-level administrative units for the period 2023-2025. Regarding policies, the Provincial People's Committee is requested to clarify the province's own policies for cadres, civil servants, public employees and workers when implementing the arrangement of administrative units for the period 2023-2025 according to the provisions of Resolution No. 35 of the National Assembly Standing Committee.
