In 2025, the Provincial Construction Investment Project Management Board was assigned to implement 43 projects, including: 26 projects preparing for investment, newly started projects and 17 transitional projects, with a total planned capital of 4,954 billion VND. Of which, the capital assigned to the projects assigned to the Board as the investor is 1,501 billion VND and the capital assigned to manage to support the implementation of the Huu Nghi - Chi Lang border gate expressway project is 3,453 billion VND.

The Huu Nghi - Chi Lang border gate expressway investment project is a national key project, and must complete the opening of the entire route in 2025, to create momentum for the completion of the entire project in 2026. Therefore, the Government has prioritized the allocation of capital plans from the state budget, to facilitate the implementation of the project.

By the end of March 2025, out of a total of 17 transitional projects, 14 projects had disbursement results in the first quarter of 2025 with the disbursement volume reaching nearly 130 billion VND of the assigned capital plan. It is estimated that by the end of the first quarter of 2025, the disbursement volume of the Provincial Construction Investment Project Management Board will reach nearly 430 billion VND, equivalent to 8.67% of the assigned capital plan.

Mr. Bui Quoc Khanh, Director of the Provincial Construction Investment Project Management Board, said: According to calculations, the public investment capital allocated for the expressway project alone, the board must disburse about 280 billion VND each month. Therefore, from the beginning of the year, the board has implemented a series of solutions, including organizing field inspections combined with weekly meetings to evaluate and urge the implementation of construction by project enterprises and contractors; assigning a deputy director of the board to be the team leader to directly manage the project and support districts and cities in site clearance work.

Thanks to that, the project enterprise has focused on mass production on the entire route to meet the requirements.

Mr. Luong Van Hiep, General Director of Huu Nghi - Chi Lang BOT Expressway Joint Stock Company, said: The contractor has mobilized 1,300 personnel, nearly 600 pieces of machinery and equipment and organized 46 construction teams to open the foundation according to the design. At the sections with clean ground and long enough length, the unit has requested the contractor to take advantage of favorable weather to organize night shifts to make up for the rainy days. Along with that, after the People's Committees of the districts hand over the clean ground, the unit will re-establish the construction plan, organize 15 more teams, to speed up the construction progress, striving to complete the route by the end of 2025 in accordance with the direction of the Prime Minister.

It is known that by the end of March 2025, the value of the construction volume achieved by the Huu Nghi-Chi Lang border gate expressway project was nearly 800 billion VND and the payment acceptance in the first quarter of 2025 reached 300 billion VND.

Along with focusing on directing the acceleration of the expressway project, the projects directly managed by the board have been resolutely directed by the board's leadership. Accordingly, every week, the departments assigned to manage the transitional projects must report on the implementation status, and when the volume is completed, they must conduct acceptance inspections and disburse immediately, so as not to leave public investment capital stagnant.

Project management teams are regularly present at the site to urge contractors and remove difficulties and obstacles to speed up production on site.

Mr. Nguyen Hai Phong, Director of Nga Phong Company Limited, the unit in charge of constructing the road connecting National Highway 4B with National Highway 18, said: The section of the route undertaken by the unit in the project is more than 2.5 km long. In the past, the unit has always received close support from the investor to remove difficulties and obstacles during the construction process. Thanks to that, up to now, all the foundation items undertaken by the unit have been completed according to the design and the crushed stone aggregate base layer has been constructed for 2/2.5 km. Currently, the weather is favorable, the company is focusing all resources to complete the construction of the section undertaken by the unit in June 2025.

For new public investment projects preparing to start construction in 2025, the Provincial Construction Investment Project Management Board is also speeding up the completion of construction investment procedures to start construction in the second quarter of 2025, contributing to promoting disbursement.

According to statistics, by the end of March 2025, out of a total of 17 transitional projects, 14 projects had disbursement results in the first quarter of 2025 with the disbursement volume reaching nearly 130 billion VND of the assigned capital plan. With high determination, the Provincial Construction Investment Project Management Board is striving towards the disbursement target of over 95% of the assigned capital plan in 2025.
