Authorized by the Board's leaders to present the Decision and deliver a speech assigning tasks, comrade Pham Thanh Binh, Head of the Organization and Personnel Department of the Central Organization Committee congratulated comrade Nguyen Van Hoa on his appointment as Deputy Head of the Department of Locality III.
