This afternoon, April 1, in Hanoi , the Central Organizing Committee held an online conference to evaluate the Party building work in the first quarter and deploy tasks for the second quarter of 2024. The report of the Central Organizing Committee stated: In the first quarter of 2024, the entire Party building organization sector proactively developed and implemented well the 2024 work program and plan. Accordingly, it promptly grasped and concretized the regulations and instructions of the Central Committee and Party Committees at all levels on Party building organization work; advised on regular and ad hoc personnel work, including high-ranking personnel of the Party and State to serve the meetings of the 13th Central Executive Committee; advised on the implementation of the activities of the Party Charter Subcommittee, the 14th Party Congress Personnel Subcommittee and the Steering Committee for strategic-level personnel planning and effectively implemented the specific goals in Resolution No. 21 of the 13th Party Central Executive Committee.
Along with that, guide, monitor, urge, synthesize the results of the review, evaluation, and quality classification in 2023 for party organizations, party members, and collective leaders and managers at all levels to ensure strictness, democracy, objectivity, and successfully organize the 8th National Press Award on Party Building (Golden Hammer and Sickle) in 2023, thereby continuing to promote the role of press agencies, cadres, party members, and people in contributing ideas to Party building, building the political system, and enhancing people's trust in the Party, the State, and the regime.
Regularly innovate working methods, styles, routines, and manners, increase the application of information technology, and have a number of effective ways to advise on Party building and organization work as well as promptly exchange, answer, and resolve difficulties, problems, and make recommendations and proposals from Party committees and organizations at all levels.
The conference spent most of its time discussing and pointing out the causes of the results achieved as well as the shortcomings and limitations, and proposed 6 key tasks for the second quarter of 2024. Accordingly, the Central Organizing Committee deployed the projects and tasks assigned by the Central Executive Committee, the Politburo , the Secretariat, the sub-committees serving the 14th National Party Congress and Party committees at all levels to ensure progress and quality.
Continue to effectively implement the resolutions and conclusions of the 13th Central Executive Committee on Party building and organization work; on organizational structure, staffing and job positions; synchronously and closely carry out all stages of personnel work, internal political protection work as well as perform regular tasks well, and build a clean and strong Party building and organization sector.
Also at the conference, the leaders of the Central Organizing Committee thoroughly grasped Regulation No. 137 dated December 1, 2023 of the Secretariat on the functions, tasks, powers, and organizational structure of specialized agencies assisting provincial and municipal Party Committees directly under the Central Committee; Regulation No. 138 dated December 1, 2023 of the Secretariat on the functions, tasks, and working relationships of Party committees and grassroots Party cells of agencies; Instruction No. 26 dated November 30, 2023 of the Central Organizing Committee on the implementation of the arrangement of organizations, cadres, civil servants, and public employees of Party agencies, the Fatherland Front, and socio-political organizations in localities implementing the arrangement of district- and commune-level administrative units in the period 2023-2030.
Speaking at the conference, Head of the Provincial Party Committee's Organizing Committee Phan Van Phung reported an overview of the results achieved in the province's Party building organization work in the first quarter of 2024, and at the same time proposed that the Central Organizing Committee provide guidance on some contents related to professional matters to facilitate the implementation of tasks in the coming time.
Concluding the conference, Deputy Head of the Central Organizing Committee Mai Van Chinh discussed and clarified the contents of the recommendations and proposals of the delegates, and at the same time requested the Party committees and organizing committees of provincial Party committees, city Party committees, and Party committees directly under the Central Committee to closely follow the 6 tasks set forth by the Central Organizing Committee to effectively implement the work of Party building and organization in the second quarter of 2024.
