Ensuring safety and security of nuclear power plants and research nuclear reactors

(Chinhphu.vn) - The Ministry of Science and Technology is drafting a Decree detailing a number of articles of the Law on Atomic Energy regarding nuclear power plants and research nuclear reactors.

Investment in construction and operation of nuclear power plants and research nuclear reactors must ensure economic efficiency and contribute to socio-economic development.

The Ministry of Science and Technology said that the purpose of issuing the Decree detailing a number of articles of the Law on Atomic Energy on nuclear power plants and research nuclear reactors is to institutionalize the Party's guidelines and policies and the State's policies on nuclear power plants and research nuclear reactors in accordance with other relevant laws and to meet practical requirements.

At the same time, build a legal basis, ensure the completeness and comprehensiveness of the system of legal documents on nuclear power plants and research nuclear reactors; enhance the effectiveness of state management of radiation safety, nuclear safety and nuclear security for all stages of nuclear power plants and research nuclear reactors; develop a safe, secure, effective and sustainable national nuclear power program; fulfill commitments and obligations in international treaties to which Vietnam is a member; strengthen international cooperation; create new momentum for the country's rapid and sustainable development in the new era.

The Decree detailing a number of articles of the Law on Atomic Energy on nuclear power plants and research nuclear reactors, once promulgated, will serve as an important legal basis, facilitating the following activities:

As a basis for the Vietnamese Government and partner governments to negotiate and sign cooperation agreements to build Ninh Thuan 1 and 2 nuclear power plants, the Nuclear Science and Technology Research Center with the main component being a multi-purpose nuclear research reactor with a capacity of 10 MWt.

Support relevant ministries and agencies in developing and promulgating specialized legal documents on nuclear power plants and research nuclear reactors in accordance with the scope of state management functions of that ministry or agency.

Help relevant agencies, organizations and individuals, including state management agencies, investors such as Vietnam Electricity Group, Vietnam National Energy and Industry Group, contractors participating in work, providing products and services in the stages of nuclear power plants and research nuclear reactors - clearly define tasks, powers and responsibilities, thereby proactively preparing for the effective implementation of the Ninh Thuan 1 and 2 nuclear power plant projects and the new research nuclear reactor project.

The Draft Decree clearly states the general principles on investment, construction, trial operation, operation and decommissioning of nuclear power plants and research nuclear reactors:

All activities related to investment, construction, testing, operation and decommissioning of nuclear power plants and research nuclear reactors must ensure: Nuclear safety, radiation safety, nuclear security and environmental protection are top priorities throughout the entire life cycle of the plant; applying the principle of protection in depth to prevent and minimize the consequences of incidents, protect people and the environment; supervision by the National Nuclear and Radiation Safety Agency on radiation safety, nuclear safety and nuclear security throughout the life cycle of nuclear power plants and research nuclear reactors.

Investment in the construction and operation of nuclear power plants and research nuclear reactors must ensure economic efficiency and contribute to socio-economic development, including: Prioritizing the development of domestic industry, supply chains and technology transfer; limiting negative impacts on the environment and local communities; ensuring social welfare and improving the quality of life for residents in areas with nuclear power plants.

The licensing of nuclear power plants and research nuclear reactors is carried out by competent state management agencies based on the request of organizations and individuals requesting the licensing, ensuring that the primary responsibility for ensuring radiation safety, nuclear safety and nuclear security belongs to the licensed organization.

State management agencies, according to their assigned authority, are responsible for comprehensively assessing safety, environmental, waste management and incident response factors before deciding to grant a license.

Nuclear power plants and research nuclear reactors are only allowed to be put into operation after fully complying with legal regulations on radiation safety, nuclear safety, nuclear security, environmental protection and other relevant legal regulations.

Security plan for nuclear power plants and research nuclear reactors

According to the draft, the security plan is established to protect nuclear power plants, nuclear research reactors, nuclear materials, nuclear fuel and structures, systems and components important to safety from acts of illegal intrusion, sabotage, terrorism, appropriation or illegal use.

Security principles:

Nuclear power plants and research nuclear reactors must be protected in accordance with the law; applying a defense-in-depth approach, combining measures to prevent, detect, deter and respond to security threats, including cyber security.

Ensure close coordination between the police and other security forces in implementing security measures.

Comply with the standards and guidelines of the International Atomic Energy Agency and international treaties on nuclear security to which the Socialist Republic of Vietnam is a member.

The plan to ensure security of nuclear power plants and research nuclear reactors must include the following contents:

Assess security threats, identify risks of illegal intrusion, sabotage, terrorist attacks; classify security areas according to importance and level of access control, including: restricted areas, protected areas, strict security areas.

Regulations on control of people and vehicles entering and leaving nuclear power plants, including identification, security checks, and operational monitoring; physical protection measures, including fences, electronic surveillance systems, access control, and specialized security forces.

Procedures for coordination with police, military, and emergency response forces in case of security incidents; systems for monitoring, early warning, and handling of nuclear security threats.
