The Ministry of Industry and Trade has just issued a notice on coordinating the implementation of contents on decentralization, delegation of authority and important tasks in socio-economic development at the local level.
The announcement stated: In nearly 2 months of seriously implementing the conclusions of the Politburo , the Secretariat and the direction of the Government Party Committee and the Prime Minister on tasks related to the operation of two-level local governments, the Ministry of Industry and Trade has issued many documents to coordinate and guide local governments to strongly shift the grassroots level to proactively managing socio-economy, national defense and security.
The Ministry of Industry and Trade recognizes that local Party committees and authorities have made many remarkable efforts in leading and directing the successful implementation of many important tasks in organizing and operating the two-level local government model in the field of industry and trade with many creative models, drastic implementation, basically overcoming difficulties and obstacles, basically achieving socio-economic goals in the field of industry and trade.
However, through direction, management and situation monitoring, the Ministry of Industry and Trade found that some localities still encountered difficulties, obstacles and confusion in the implementation process.
Lack of qualified staff suitable for the task
Specifically, regarding the completion of the issuance of functions and tasks of specialized agencies: Through review, the Departments of Industry and Trade and Sub-Departments in 34 provinces and cities have basically completed the issuance of Decisions regulating the functions, tasks, powers and organizational structure of the Department of Industry and Trade and the Market Management Sub-Department. However, the commune level in some localities is still continuing to complete the issuance and personnel consolidation.
Regarding professional qualifications, reports show that only 7 localities have a proportion of cadres with capacity, qualifications and experience suitable for industry and trade positions of 50% or more; 16 localities have a proportion of cadres with capacity, qualifications and experience suitable for industry and trade positions of less than 50%, of which 6 localities have a proportion of less than 20%; the remaining localities do not have exact figures, but through general assessment, it shows that many civil servants in charge of industry and trade have transferred from other sectors and fields.
Regarding the number of cadres and civil servants: The number of cadres and civil servants is being gradually streamlined compared to before in the context of increased local workload due to decentralization and delegation of many new tasks, leading to difficulties in human resources.
Regarding professional skills, a significant number of local officials do not yet understand current regulations on performing professional work in the fields of industry and trade.
Regarding the implementation of decentralization and authorization for specialized agencies to perform tasks: Reports show that many localities are still confused and have not yet implemented decentralization and authorization for specialized agencies and lower-level People's Committees to perform tasks that have been decentralized and authorized by the Government, Prime Minister, and Ministry of Industry and Trade, especially in the fields of issuing certificates of origin (C/O), import and export, business, and purchase and sale of goods...
Regarding the difficulties and limitations in implementing the political tasks of the industry and trade sector, serving local socio-economic development and ensuring national energy security, the Ministry of Industry and Trade said that the organization and implementation of important and urgent energy projects and works still encountered many difficulties that have been directed by the Government and the Prime Minister many times. In particular, the organization and implementation of bidding, selection of investors, and implementation of energy projects according to the National Power Plan have been slow, potentially affecting national energy security.
Regarding the organization of removing obstacles and difficulties for renewable energy projects in accordance with the direction of Resolution No. 233/NQ-CP of the Government, the Ministry of Industry and Trade has made many reports to the Prime Minister, Steering Committee 751 and the Prime Minister has issued many directive documents. However, the organization of implementation is still slow and has not met the set progress requirements.
In the coming time, the Ministry of Industry and Trade requests the Standing Committees of Provincial and Municipal Party Committees to lead and direct relevant agencies to promptly consolidate and complete the organization and staff of specialized agencies on industry and trade in the area (including the market management force); at the same time, pay attention to directing the review, arrangement and assignment of industry and trade officials suitable for professional expertise.
The Chairmen of the People's Committees of provinces and cities urgently directed the completion of advising the Standing Committee of the Provincial Party Committee and the City Party Committee to review and complete the arrangement of the organization, apparatus, and professional personnel of the Industry and Trade sector at the provincial level (including the market management force) and at the commune level to ensure that they meet the requirements and nature of expertise and profession.
Direct the promulgation of regulations on the functions, tasks, powers and organizational structure of provincial-level specialized agencies in the industry and trade sector (including market management forces and commune-level specialized agencies) to ensure that no tasks are missed, work is immediately deployed, and administrative procedures for people and businesses are not blocked. In particular, special attention is paid to the timely decentralization and authorization of specialized agencies and lower-level People's Committees in performing a number of tasks and administrative procedures to serve people and businesses.
