
According to the Hanoi City Policy Bank Branch, in the first 6 months of 2025, the branch and the city's political organizations regularly communicated in two directions, exchanged information about changes in business processes, new policies and guidelines; and arising difficulties and problems.
In particular, banks and city political and social organizations coordinate to review, hand over, separate, and merge savings and loan groups due to the reorganization of commune-level administrative units; coordinate to arrange documents, prepare conditions to complete handover procedures according to regulations, ensuring that lending, debt collection, interest collection, and deposit activities in areas with separation and merger are implemented smoothly and without interruption.
In the first 6 months of 2025, the loan turnover of trust programs through socio-political organizations reached 4,593 billion VND, with nearly 61 thousand customers borrowing capital. Loan turnover mainly focused on the following programs: Loans to support job creation, maintenance and expansion; loans for clean water and rural environmental sanitation; loans for social housing; loans for students, debt collection turnover reached 3,395 billion VND, accounting for 74% of loan turnover.

As of June 30, the total outstanding debt of the entire city was 17,774 billion VND, of which the outstanding debt entrusted through political organizations reached 17,734 billion VND, accounting for 99.8% of the total outstanding debt; the outstanding debt entrusted increased by 1,180 billion VND compared to the beginning of the year.
The total number of entrusted customers is over 261 thousand people, at 7,052 savings and loan groups, with an average of 37 members/group, average outstanding loan of 2.5 billion VND/savings group and 68 million VND/borrower.
Policy credit programs entrusted through socio-political organizations have made an important contribution to the socio -economic development of the capital, and are truly effective tools and solutions in achieving the goals of poverty reduction, job creation, new rural construction, limiting black credit, and solving social security issues in the city.
Deputy Director of the City Social Policy Bank Branch Dang Duc Hanh requested that the city's socio-political organizations direct commune organizations to deliver, receive, and arrange relevant files and documents, and entrustment activities between localities, ensuring that entrustment activities are carried out smoothly and without interruption.
