According to the warning of the National Center for Hydro-Meteorological Forecasting, from now until the end of June 2024, the ENSO phenomenon will gradually shift to the Lanina state with a probability of 65 - 75%, rain in the Central Highlands and the South, South Central regions is likely to last in the coming months, total rainfall in the region is generally 5 - 20% higher than the average of many years.
Every year, during the rainy season, many localities in the province have moderate to very heavy rain, causing localized floods and flash floods in some areas of the province. Localities where this phenomenon often occurs are Tanh Linh, Duc Linh, Bac Binh, Tuy Phong, Ham Thuan Bac districts... In recent years, sand spills have also occurred in the province every time there is heavy rain. Heavy rainfall in a short period of time along with urban infrastructure obstructing groundwater are identified as the two main causes of sand spills. Faced with this situation, local authorities and provincial authorities have issued warnings of flash floods, landslides, and land subsidence due to heavy rain or water flow before the annual rainy season so that people can proactively prevent them. Accordingly, right from the beginning of this year's storms, the Provincial People's Committee requested the Chairmen of the People's Committees of districts, towns and cities to direct the inspection and review of residential areas, schools, medical facilities, agency headquarters, warehouses, barracks, steep hillsides, riverbanks, streams, and traffic routes in the areas under their management to promptly detect areas at risk of landslides during heavy rains or floods and flash floods. Resolutely organize the relocation and evacuation of people in areas at high risk of landslides, develop proactive plans to prevent landslides, and promptly evacuate when bad situations arise to ensure safety of life and minimize damage to property for people and infrastructure. Organize the inspection and clearance of water flows at bridge works and areas at risk of landslides under the responsibility of the locality. Coordinate with relevant departments and branches to inspect safety work at construction sites, especially construction works for houses in residential areas along rivers, streams, coasts, and steep hillsides. Suspend construction works if safety is not ensured or there is a risk of landslides or encroachment affecting the flow and flood drainage in accordance with legal regulations. Review and update response scenarios in case of strong storms, direct landfall of tropical depressions, dangerous weather causing heavy rain, floods, and serious landslides, and have specific evacuation plans for each scenario; improve the capacity of grassroots disaster prevention and control forces to effectively implement disaster prevention and control work according to the "4 on-site" motto.
The Provincial People's Committee also assigned the Department of Transport to coordinate with the People's Committees of localities, be ready to mobilize forces and means to urgently handle and immediately overcome landslides and deep flooding locations, inspect and promptly detect areas at risk of landslides on the province's traffic routes (especially coastal routes) and National Highways 55, 28 and 28B to have specific measures to ensure traffic safety on main traffic routes. Coordinate with the People's Committee of Phan Thiet city to review, inspect and support the handling of sand spills on Nguyen Dinh Chieu and Huynh Thuc Khang streets, assess the causes, propose handling measures if heavy rains continue to cause sand spills according to the prescribed authority. Organize inspection and clearance of flows at bridge works, areas where landslides often occur or are at risk, on provincial and national highways managed by the Department. Pay attention to Ta Pua Pass area - DT 717, National Highway 55 through Da Mi commune, coastal road area, pass section on National Highway 28, 28B and Phan Dung Pass...
For the Department of Natural Resources and Environment, the Provincial People's Committee requested to strengthen inspection of mineral exploitation projects, especially projects located in high terrain, steep hills with water tanks; required investors to have a plan to be on duty, arrange equipment and vehicles to respond to and handle incidents promptly when floods and natural disasters occur, ensuring absolute safety for people and works and absolutely not allowing water tank incidents to occur. Urgently coordinate with Tuy Phong District People's Committee to ensure safety for the slag dump area at Vinh Tan Thermal Power Plant, not allowing slag to spill outside and into residential areas when local heavy rain occurs, promptly handling possible situations.
With the functions and tasks of each agency and unit, the Provincial People's Committee requires serious implementation of natural disaster and landslide prevention and control and search and rescue work in the coming time, ensuring absolute safety for people and property, minimizing damage caused by natural disasters and landslides.
