BTO-The 11th Provincial People's Council, 35th session on June 24, passed Resolution 60, the investment policy for the road project from Le Duan - Truong Chinh intersection to the expressway intersection and land fund on both sides of the road, called the road connecting Vinh Hao - Phan Thiet expressway to Le Duan street.

Currently, the North-South Eastern Expressway (Phan Thiet - Dau Giay section) has been put into operation and use since 2023. Traffic from Ho Chi Minh City to the center of Phan Thiet city must go through National Highway 1 - My Thanh (about 2.6 km long, 4-lane road surface, motorbikes travel with the motor lane), then continue to travel along National Highway 1 (about 13 km) to enter the center of Phan Thiet city. However, since the operation of this expressway, traffic jams and congestion often occur at the Ba Bau intersection and the intersection with National Highway 1, especially on weekends and holidays. Along with that, the North-South Expressway (Phan Thiet - Vinh Hao section) from Ninh Thuan province to the center of Phan Thiet city must go through the intersection with National Highway 28.
However, currently National Highway 28 is small and narrow (2 lanes for motor vehicles, motorbikes share the motor vehicle lane) with a length of about 20 km but the travel time is more than 30 minutes and is often congested during rush hour. Therefore, to connect and shorten the travel time from important traffic routes such as the North - South expressway, high-speed railway station, bypass road through Phan Thiet city (ring road 2), Truong Chinh street, future provincial bus station to the center of Phan Thiet city and vice versa. At the same time, expanding the urban space of Phan Thiet, investing in the road project from Le Duan - Truong Chinh intersection to the expressway intersection and land fund on both sides of the road is very necessary.

The project has a length of approximately 12.05 km (including the North-South Expressway overpass interchange and access roads to and from the expressway), with a hot-mix asphalt concrete pavement structure. The section passing through Phan Thiet city (approximately 1 km) and Ham Hiep commune, Ham Thuan Bac district (approximately 11.05 km) is being developed in two sections: The initial section from Km0+000 - Km1+000: The road has a cross-section width of 37 m, with each side of the road being 10.5 m wide, a 4 m wide median strip, and 6 m wide sidewalks on each side, including the investment in technical infrastructure. The section from Km1+000 to the end of the route: Land acquisition will be carried out according to the scale of the complete road (12 lanes, 79 m wide cross-section), with the initial phase involving the investment in 6 lanes for motorized vehicles, 10 m wide sidewalks, and the investment in technical infrastructure. Investing in the construction of 2 new reinforced concrete bridges on the route (the existing North-South railway overpass at about Km9+150 and the North-South expressway overpass) with 2 independent bridge units. In addition, the project also reclaims land along both sides of the road, 50-100m wide depending on the location (calculated from the edge of the sidewalk) and the land planned for the Provincial Bus Station to reserve land for investment calls. The project has a clearance area of ​​about 242 hectares (including the traffic road and reclaimed land along both sides of the route). The total investment of 4,712,327 billion VND is expected to be a group A project (of which the cost of compensation, support and resettlement is 2,708,600 billion VND), invested from the provincial budget (in 2025, capital will be allocated for investment preparation and transferred to the medium-term public investment plan for the period 2026 - 2030 to allocate capital for project implementation).
