On the morning of June 29, the National Assembly voted to pass the Resolution on questioning activities at the 7th Session of the 15th National Assembly . As a result, 472/473 delegates participated in the vote in favor, equal to 97.12% of the total number of National Assembly delegates.
Accordingly, the National Assembly unanimously assessed that after 2.5 days of serious, democratic, responsible work with a high spirit of construction, the question and answer session at the 7th Session was a great success, attracting the attention of the people and voters nationwide.
The National Assembly acknowledged the efforts of the Government, the Prime Minister, ministries, ministerial-level agencies, and the State Audit in performing their functions and tasks in various fields, achieving many positive results, making important contributions to the country's socio-economic development.
However, through questioning, the National Assembly found that there are still some shortcomings, limitations and inadequacies that need to be overcome in the state management work in various fields. The National Assembly requested the Government, the Prime Minister, ministries, ministerial-level agencies, the State Audit and relevant agencies to focus on implementing some major contents as follows.
Mobilizing investment capital to develop marine economic sectors
In the field of natural resources and environment, the Government needs to effectively implement the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; prioritize resources for research and basic investigation of marine and island resources and environment.
Focus on protecting marine and island ecosystems; develop marine conservation areas; develop and implement a project to strictly control waste sources in coastal areas and on islands; mobilize investment capital to develop marine economic sectors, especially new marine economic sectors.
Focus on effectively implementing the 2023 Law on Water Resources, ensuring water security, dam safety, and preventing degradation, depletion, pollution, loss, waste, and ineffective use of water resources; promote socialization in protecting and developing water resources.
Proactively prevent, combat and have solutions to respond to drought, saltwater intrusion, and water shortages for daily life and production; strengthen monitoring, supervision, forecasting, and early warning of natural disasters; prioritize resource allocation, accelerate the implementation of key projects on climate change response, natural disaster prevention and control, especially drought, saltwater intrusion, and water shortages in the Mekong Delta and the Central Highlands.
Research and propose policies and mechanisms to mobilize resources for wastewater collection, dredging, clearing flows, and improving the landscape of seriously polluted rivers; prioritize the treatment and restoration of Bac Hung Hai River and Nhue - Day River.
Urgently develop a roadmap and solutions to build a centralized wastewater treatment system that meets environmental standards in industrial clusters and craft villages in operation; strengthen inspection, examination, and strictly handle violations. Every year, ensure that the rate of clean water and hygienic water use by rural residents reaches 93% to 95%.
Continue to improve policies and laws on geology, minerals and mining industry; revise, complete and submit to the National Assembly for consideration and approval of the draft Law on Geology and Minerals at the 8th Session to ensure quality; focus on investment in urgent and key tasks to ensure the progress of approved basic geological and mineral survey plans.
Research and fully assess the environmental impact of the pilot use of sea sand as construction material for a number of transportation projects, ensuring the principle of not causing salinity in neighboring areas; strengthen inspection, examination, and strict handling of organizations and individuals that commit violations in the management, exploration, exploitation, and use of minerals.
Complete regulations on online seller account authentication
Regarding the industry and trade sector, the National Assembly proposed to continue perfecting the law on e-commerce and protecting consumer rights; promoting decentralization and delegation of authority in management, supervision and settlement of online disputes in e-commerce activities; researching, supplementing and perfecting regulations on authenticating individual seller accounts and providing information on e-commerce applications.
Promote the campaign “Vietnamese people prioritize using Vietnamese goods”; strengthen propaganda activities so that consumers carefully research product information and sellers in transactions on the internet; strictly control the origin and source of goods in e-commerce; fight against commercial fraud, acts of restricting competition and unfair competition, production of counterfeit goods, goods that infringe intellectual property rights.
Strengthen the application of technology in the management and supervision of websites and e-commerce applications and strictly handle violations of the law; ensure correct, full and timely collection and prevent tax losses in e-commerce, business on e-commerce platforms, and business on cross-border e-commerce platforms.
Strengthen trade promotion, expand and diversify foreign markets in conjunction with improving product quality, deeply participating in regional and global supply chains; closely coordinate with industry associations to promptly resolve difficulties and problems in production, transportation and export of goods; improve the capacity of trade representative agencies, trade promotion, promptly update regulations and policies of foreign markets, information and recommendations for industry associations and export enterprises.
Focus on information work, early warning of trade defense lawsuits against Vietnam's export goods and timely support for businesses to respond to and protect their interests in lawsuits; promptly apply trade defense measures against imported goods into Vietnam to protect domestic production sectors, especially key agricultural and industrial production sectors, according to regulations and in accordance with international commitments.
In addition, the Government also needs to prepare necessary conditions to support businesses to effectively exploit opportunities from the United Kingdom of Great Britain and Northern Ireland's participation in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); reform administrative procedures, effectively operate the online Certificate of Origin issuance system and the Self-Certification of Origin mechanism.
Strictly handle violations of the law, corruption and negativity in the field of physical education and sports.
Regarding the fields of culture, sports and tourism, the National Assembly proposed to effectively implement cultural goals, tasks and solutions in national target programs, programs and projects that have been issued, especially preserving and developing the values and fine traditional cultural identities of ethnic minorities associated with tourism development.
Focused and key investments to preserve and promote traditional cultural values, prevent the risk of cultural extinction of ethnic minorities, especially ethnic minorities with very small populations, and develop a network of cultural and sports institutions, focusing on the system of cultural and sports institutions at the grassroots level.
Review and perfect mechanisms and policies on selection, training, use, and attraction of human resources in the arts, especially in specialized arts; urgently revise, supplement, and perfect policies on salary, professional allowances, and compensation for people working in the performing arts.
Urgently promulgate the Strategy for the development of Vietnam's physical education and sports career to 2030, with a vision to 2045, and the Plan for the network of cultural and sports facilities for the 2021-2030 period, with a vision to 2045; amend and supplement the regime and policies on training, fostering and other incentives for talented athletes, coaches, talents in the field of physical education and sports, and athletes after the peak and professional competition period; strictly handle violations of the law, corruption and negativity in the field of physical education and sports.
Summarize the implementation of Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector and the implementation of the Tourism Law No. 09/2017/QH14. Implement the Tourism System Planning for the period 2021-2030, with a vision to 2045. Build a national tourism brand, regional tourism brand and tourism destination brand associated with protecting the environment, natural resources, culture, traditions, and beauty of the country and people of Vietnam.
Strictly handle cases of non-implementation or incomplete implementation of audit conclusions.
Regarding the auditing field, the National Assembly requested the State Audit to focus on auditing “hot” issues that are of interest to public opinion, the National Assembly and voters; and promptly provide audit reports to competent authorities to serve the work of inspection, supervision, investigation and control.
Continue to improve the quality of audit activities, especially the quality of audit conclusions and recommendations; regularly urge, monitor and inspect the implementation of audit conclusions and recommendations, especially clarify and thoroughly handle conclusions and recommendations that have been pending for many years.
At the same time, take timely and legal measures to handle the cases where the Audit Teams make conclusions and recommendations without sufficient legal basis or lacking evidence; publicly disclose audit results and lists of organizations and individuals that do not implement or do not fully implement audit conclusions and recommendations.
For ministries, local branches and audited units, the National Assembly recommends that it is necessary to strengthen discipline and order in the management and use of the state budget, public finance and public assets; fully and promptly implement audit conclusions and recommendations on financial and other handling and amendment of legal documents; review the responsibilities of organizations and individuals and strictly handle cases of failure to implement or incomplete implementation of audit conclusions and recommendations, especially the responsibilities of heads of agencies and units that allow violations to occur, causing loss of state budget and state assets.
