When will the suffering of vehicle inspection end?

Hold appointment but center is closed

Recently, there have been many cases where people bought new cars and had an appointment to receive inspection results, but the inspection center was suddenly closed, leaving car owners in a state of confusion.

People and businesses are suffering because the inspection procedures have been dragging on for many months now.

Mr. TKH, residing in District 4 (HCMC), reported: "At the end of 2022, I bought a new car and had the inspection procedure carried out at the 29-16D Inspection Center ( Hanoi ), where I was given an appointment to receive the results for my car. However, just a few days later, this center was closed and sealed, I could not contact anyone here."

Mr. Nguyen Tuan Ngoc, living in Hanoi, is also in a similar situation. Mr. Ngoc said: "I just bought a 16-seat car and went to register the car first and received an appointment to return the car registration from the police. While waiting for the car registration, I took the car to be inspected. After the inspection, the car met the standards for issuing an inspection certificate. Normally, if the car passes the inspection, the registration book will be returned immediately, but in the case of a new car, the registration center will only return the appointment until the car registration is available. After a while, I returned to the registration center to get the book and found out that the center was sealed, with only the security guard on duty."

In these cases, the Department of Registration recommends that vehicle owners who have made an appointment to pick up their registration certificates at the registration centers that are currently closed due to violations continue to go to these centers to pick up their certificates because there are still professional staff on duty to perform this task. However, in reality, many registration centers are closed and have even sealed their doors, with no one on duty.

In this case, there are many similar stories shared on traffic forums. Mr. NQB, administrator of a large car forum, commented: "The appointment paper cannot replace the registration paper, so if the vehicle is in traffic and has a collision, it will not be accepted by the insurance company. Moreover, because it is an appointment paper, there is no legal basis to certify the quality of the vehicle, even though the vehicle is newly purchased and does not have all the necessary papers, the police still have the right to fine. The most feasible solution is to have the vehicle re-inspected, but that is very time-consuming and costs more money."

Responding to Thanh Nien, Mr. Huynh Van Thiet, Director of the 50-02S Inspection Center (HCMC), shared: "In cases where newly purchased vehicles have not yet had time to obtain an inspection certificate and the Inspection Center has been closed for various reasons, the vehicle owner has the right to re-register at another location. However, because there are many vehicles purchased before Circular 02 was issued, the inspection period will be applied according to previous regulations."

The problem of dealing with "virtual" slots

According to Mr. Thiet, the operation situation at TTDK 50-02S has been stable since the holiday, the center is focusing on handling previously issued appointment papers so it has not yet processed the appointment schedules registered on the application (TTDK app). Every day, TTDK 50-02S inspects 190 - 200 vehicles/day although the maximum capacity is 240 vehicles/day, the difference is given priority to vehicles that failed the inspection the day before and then return to fix the error.

Mr. Thiet shared: "In recent days, through the press, I have heard that the Department of Registration has recommended that accounts register for virtual registration slots, but our Registration Center has not yet processed appointments via the app, so we have not been able to assess the situation. In fact, even with handwritten appointments, many car owners did not come on time and had to cancel many. It is possible that because the Registration Center was interrupted for a while, they proactively registered through other stations."

According to actual records, until yesterday (May 8), previously registered accounts could still make "virtual" reservations without declaring the stamp number or engine number. This led to a situation where a car owner could register multiple slots at different registration centers, causing the registration centers to always report the status as "full".

Recently, the technical management department of the TTDK application (under the Department of Registration) has sent a notice to car and vehicle owners recommending updating the inspection certificate stamp number and the inspection expiration date on this application. Specifically, the TTDK app has recorded the situation of "brokers" colluding to "make laws" for quick inspection for profit, causing the situation of "fake" appointments, taking up seats for vehicles whose inspection is expired. The management team will review and compare the data provided by users with the data in the inspection system. This will lead to appointments being rejected due to suspicion of the broker's appointment schedule if the car owners do not enter it completely.

Regarding the question of when "people going to register will no longer suffer from traffic jams?", a representative of the Registration Department said that the number of vehicles currently due for inspection but not yet inspected is about 800,000 vehicles; the number of vehicles that need to be inspected in the next 6 months is about 1.7 million vehicles. Thus, the total number of vehicles that need to be inspected in 6 months is about 2.5 million vehicles. Meanwhile, the inspection capacity of 241 registration centers with 384 production lines is operating about 550,000 vehicles per month. Therefore, to completely resolve the backlog and congestion, it is estimated that it will take at least 6 months to inspect all the above vehicles (not including cases where vehicles need to be re-inspected). Especially in Hanoi and Ho Chi Minh City, where traffic density is high, it will take longer.

To quickly resolve this situation, the Registry Department has reported to the Ministry of Transport on the proposal to immediately apply the extension of the inspection cycle according to the provisions of Circular No. 02/2023/TT-BGTVT for passenger cars with up to 9 seats that are not used for transportation business and have been granted a certificate and inspection stamp, without having to bring the vehicle for re-inspection.

Regarding the method of extending the inspection cycle, the Vietnam Register said that based on the time limit on the issued certificate and inspection stamp, the state management agency for registration will have an electronic document confirming the next inspection period for the vehicle without having to reissue the stamp and inspection certificate, and the vehicle owner will not have to bring the vehicle to the Registration Center for re-inspection. If this solution is approved, the congestion situation could be reduced to about more than 1 month from the time of application, instead of 6 months as in the current situation.
