Among the northern coastal provinces, Quang Ninh province is expected to be heavily affected by storm No. 3, with forecasted winds of level 8-9, gusts of level 14 near the storm's eye, rough seas, and waves of 3-5m high. Co To Special Zone is located on the Gulf of Tonkin, about 80km from the mainland, so it is the first locality in Quang Ninh province to welcome the storm.
Recorded at 11am on July 21 in Co To, the weather was quite rainy and windy, along with rough seas. Currently, shops, hotels, and motels here are all very deserted, even on many streets there is not a single person.
Faced with the complex and dangerous developments of storm No. 3, Co To Special Zone is focusing on and proactively deploying synchronous response measures with the spirit of "no subjectivity, no negligence". Up to now, all 571 boats operating in Co To waters have been brought to safe shelters. In particular, local authorities have also organized 44 trips to bring more than 8,850 tourists ashore in time. Households whose houses are not safe are also supported to evacuate to hotels, motels or solid facilities in the area.


In a proactive spirit, to ensure the highest safety for residents and tourists, from July 20, all activities of swimming, island tours and underwater tourism services in Co To have been temporarily suspended. Accommodation establishments are required to ensure uninterrupted communication, stock up on necessities and closely coordinate with the authorities in all situations. At the same time, to raise awareness and warn fishermen in the island communes, the Co To Border Guard Station has organized storm warning flares.

Not only Co To Special Zone, currently, throughout Quang Ninh province, the local Steering Committee for Natural Disaster Prevention and Search and Rescue has mobilized all its forces with the motto "4 on-site", ready to fight 24/24 hours. The Military Region 3 Command and the Quang Ninh Provincial Military Command have mobilized more than 2,660 officers and soldiers along with hundreds of specialized vehicles. The Quang Ninh Provincial Armed Forces alone deployed 1,228 officers and soldiers with 27 cars, 10 ships, and 32 boats.
The joint force from Military Region 3 provided 1,435 officers, soldiers and many special equipment. By the morning of July 21, the entire Quang Ninh province had completed the task of calling nearly 4,300 fishing boats of all kinds to safe shelters. At the same time, more than 7,700 aquaculture facilities, especially 690 offshore facilities, were also notified and supported to evacuate workers, especially women, the elderly and children, to shore.

At noon on July 21, according to a quick report from the Department of Agriculture and Environment of Hai Phong City, the Hai Phong area is currently experiencing moderate to heavy rain and scattered thunderstorms, with rainfall ranging from 14 to 40mm. Currently, the Military Command and Hai Phong City Police are strictly maintaining a duty regime, organizing the review and inspection of plans and coordination plans, preparing forces and means, and being ready to handle any situations that may arise. The response force is over 35,400 people, including over 25,000 military people and 9,400 police people.

The Hai Phong City Border Guard Command has directed units to use the border guard's information system to coordinate with families of ship owners, captains, and cage owners to notify and guide fishermen and owners of vehicles operating at sea, especially offshore fishing vehicles, to grasp the storm's developments so that they can proactively move and avoid the storm; directed units to notify and guide 1,657 vehicles/4,668 workers operating at sea.

The Standing Office for Natural Disaster Prevention (Department of Water Resources Management and Natural Disaster Prevention of Hai Phong City) is currently mobilizing 100% of its staff, organizing a permanent, 24/7 duty; directing the dike management departments to assign specialized management forces to strengthen inspection of dike routes, especially the locations of important dikes, embankments, and culverts that have been identified to promptly detect and advise on measures to handle construction incidents from the first hour, ensuring the safety of the dike system. Currently, Hai Phong City has established a Zalo group with 114 commune, ward, and special zone chairmen and leaders of departments and branches to promptly deploy natural disaster prevention and control work.
