Storm No. 6: Ministry of Construction requires 24/7 duty, resolutely banning roads in dangerous locations

According to the National Center for Hydro-Meteorological Forecasting, storm No. 6 is moving quickly and is expected to make landfall in the provinces from Ha Tinh to Northern Quang Tri this weekend, when the whole country is preparing for the National Day on September 2.

Due to the impact of the storm, the North Central region and neighboring areas will have heavy to very heavy rain, with a high risk of flash floods, landslides in mountainous areas, and flooding in low-lying areas, riverbanks and urban areas.

Implementing the direction of the Prime Minister in Official Dispatch No. 153/CD-TTg dated August 30, 2025, the Ministry of Construction requests its affiliated agencies, units and localities to urgently deploy response measures to ensure the safety of life and property of the State and people, and minimize damage.

Prepare machinery and human resources at key points, ready to fix problems

The Ministry assigned the Vietnam Maritime Administration to direct port authorities to strictly control the number of ships, boats, and watercraft anchored in anchorage areas, river mouths, estuaries, and waterways within the storm's impact area;

Guide vehicles to safe shelters, manage departures and maintain regular contact with vessels still operating at sea.

This agency also needs to coordinate with the local Steering Committee for Natural Disaster Prevention and Search and Rescue to request ships to leave the danger zone, and at the same time direct the Vietnam Maritime Search and Rescue Coordination Center to prepare forces and means for rescue.

Waterway management and maintenance units must withdraw buoys and signals before floods arrive or when there is a flood release notice and quickly redeploy the system after the floods end.

For the Vietnam Road Administration, the Ministry of Construction requires the Road Management Areas to coordinate with the Department of Construction and local authorities to develop scenarios for on-call duty, traffic diversion, placing signs, buoys, and barriers at flooded areas, overflows, and landslides; and resolutely prohibiting roads at dangerous locations such as overflows, bridges, and ferries to ensure safety for people and vehicles.

Road management units must fully prepare materials, equipment, machinery and human resources at key points, ready to fix problems to quickly clear routes, especially on key national highways in areas affected by storms and floods.

Ensure absolute safety for people and vehicles

The Civil Aviation Authority of Vietnam is assigned to direct airlines and flight service companies to closely monitor weather developments in the storm-affected areas, promptly adjust and change flight schedules accordingly, and ensure absolute safety for flight operations.

Units must increase inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.

The Railway Department and Vietnam Railway Corporation are required to direct units to increase patrols and guard posts at key works and locations such as bridges, flood-prone roads, steep passes, areas at risk of flash floods and landslides, especially those located downstream of dikes, irrigation dams, and reservoirs.

Units must be ready with response plans, ensuring absolute safety for people and vehicles; at the same time, prepare plans to stop trains, stretch trains, increase trains, and transfer passengers in case of heavy rains causing flooding or landslides in sections that force trains to temporarily stop running.

The Department of Economics - Construction Investment Management is responsible for directing project management boards, investors, contractors, and consulting units to urgently deploy storm response plans, prepare forces and materials to handle construction incidents, and coordinate to ensure smooth traffic on routes that are both in operation and under construction.

Vietnam Maritime Electronic Information Company Limited is required to direct the coastal information station system to regularly update and continuously notify the location and direction of the storm so that ships operating at sea can proactively take shelter or not enter the danger zone.

The Department of Construction of provinces and cities in the storm-affected areas must coordinate with road management units and functional forces to develop response plans, traffic diversion, and promptly handle incidents caused by floods.

The focus is on checking and reviewing areas at risk of landslides and subsidence; arranging means to support people through flooded areas; and at the same time, having solutions for quick drainage and flood prevention in urban areas.

The Ministry of Construction also requested urban tree management units to urgently inspect and prune trees at risk of falling, and prepare forces and machinery to clear fallen trees to ensure safety and smooth traffic.

All agencies and units in the industry must assign specific tasks to on-duty forces, maintain 24/7 on-duty mode and promptly report to the Ministry of Construction's Civil Defense Command on arising and unexpected issues.
