Bao Yen: Pioneering in implementing digital signatures

The use of digital signatures is being deployed and implemented effectively by Bao Yen district. Bao Yen has become the leading district in the province in using digital signatures for leaders and managers of agencies from district to commune and town.

With the increasing workload, digital signature has helped Mr. Hoang Tren Don, Chairman of the People's Committee of Luong Son Commune, to handle his work more conveniently. He does not have to wait directly for signature in the office but can sign and approve documents anywhere.

Although during this time, Mr. Don often went to the base to check on the seasonal production situation of the people, with the tablet he brought with him connected to the 4G network, he still processed documents and signed and issued documents in a timely manner.

Mr. Don said: Every day, I have to process a lot of documents, especially administrative procedures for citizens. Therefore, using digital signatures helps me handle work even when I am at the office, without making citizens wait.

Since 2022, digital signatures have been applied to all comrades in the Standing Committee of the Party Committee, People's Council, and People's Committee of Luong Son commune. Up to now, 100% of documents signed and issued under the authority of commune leaders have been digitally signed and there has been no delay or lateness. According to the reflection of many commune officials and civil servants, the application of digital signatures has facilitated the work of advising leaders in issuing documents. Leaders on business trips can still manage work and sign documents, saving a lot of time.

Digital signatures also contribute to improving management efficiency and management connectivity on the internet environment, because when documents are submitted for electronic signature, the tracing time is established. That forces commune leaders to monitor and process because the document processing process is also connected to the district's focal point for understanding and monitoring. This avoids the previous situation where some leaders and managers let documents take too long, are delayed or do not process them.

With the same legal value as traditional handwritten signatures and seals, digital signatures have been widely applied in Bao Yen district. Currently, 100% of leaders of Party committees, district and commune authorities, and managers of specialized units, departments and offices have applied digital signatures to solve work problems. The system of sending and receiving electronic documents integrated with digital signatures after being deployed has been operating stably and effectively, helping cadres and civil servants to proactively and regularly use the system to receive and process incoming and outgoing documents.

Mr. Nguyen Sy Hong, Head of the Department of Culture and Information of Bao Yen district, said: Through digital signatures, the locality saves hundreds of millions of VND each year, while saving time, improving work efficiency, being flexible in operation and management, and contributing significantly to accelerating digital transformation with the pillar being digital government.

What makes Bao Yen district different from other districts, cities and towns in the province is that the application of digital signatures has expanded to many management subjects. Starting from 2023, leaders of the Fatherland Front, district and commune-level organizations and school principals will implement digital signatures. The district has organized training for leaders of units, and so far they have basically mastered the use and have had many changes in the work of consulting, operating and managing throughout the district's political system.

In the past time, Bao Yen district has directed very strongly, requiring leaders and managers after establishing digital signatures to use them proficiently and thoroughly apply digital signatures. To improve the effectiveness of digital signature application, the district requires agencies, units and localities to ensure information technology infrastructure factors with a stable network system, high-speed transmission lines connecting to data transmission networks and directing specialized departments to provide timely technical support when applying digital signatures. The district has worked with telecommunications service providers to ensure the stability of the network environment, invest in equipment and technology, create synchronization and interconnection of connection axes.

According to the roadmap from now until the end of 2023, all cadres, civil servants, and public employees of the one-stop department of the District People's Committee and communes and towns will apply digital signatures to handle administrative procedures for people. This is an important solution to increase the application of digital signatures in agencies and units, expanding the scope of subjects beyond just leaders and managers, thereby contributing to building a modern and transparent working environment, promoting administrative reform, and continuing to accelerate the digital transformation process in Party and State agencies.
