According to statistics, from July 1 to 16, the judicial sector in Cao Son commune alone received 123 files, including 118 authentication files, 1 marriage registration file, 1 birth registration file and 3 files for household registration copies.
Recorded in many localities in the province after 16 days of operating the new model, the communal public service centers basically met the needs of the people. The cheerful and enthusiastic attitude of the staff and civil servants was recognized and highly appreciated by the people. The records and administrative procedures in all fields were publicly posted; the online submission process was carefully and meticulously guided by the staff and civil servants for the people.
However, the implementation of the software in the province still faces many difficulties, affecting state management, the time limit for handling administrative procedures and the needs of the people. Specifically: the electronic civil status software has not exploited civil status data before the merger, so it cannot exploit data to carry out related procedures. The steps to submit documents on public services have many fields of information that need to be entered, taking a lot of time to complete the submission of administrative procedures as required. The connection of documents to the Civil Status System of the Ministry of Justice is often not synchronized, affecting the progress of document processing. The civil status software is slow to update, often has errors; some functions are still limited, not fully meeting the arising tasks in practice...
Synchronize the solutions
According to the leader of the Department of Justice, in the process of converting civil status data and processing large attachments, the electronic civil status software system is experiencing slow operation and technical errors. The main reason is the process of speeding up the progress to ensure the completion of data transfer before the scheduled deadline of July 20, 2025.
Clearly identifying the important role of electronic civil status software in state management of the judicial sector, the Department of Justice emphasized that the reorganization of local governments does not interrupt the provision of public services in this sector. On the contrary, with appropriate decentralization, localities have the conditions to be more proactive and flexible in handling work, shortening the time to process records, and improving the efficiency of serving the people.
To ensure the system operates stably, effectively and meets practical business requirements, the Department of Justice requests the Ministry of Justice to direct the upgrading of the electronic civil status software to ensure scientific , stable, and seamless connection with the Provincial Administrative Procedures Information System and the National Population Database in handling administrative procedures. Timely push digitized civil status data to the System to serve the requirements of data exploitation and use when registering and managing civil status. At the same time, supplement and complete functions to more fully meet practical business requirements at the grassroots level. Coordinate with relevant ministries, branches and units to have appropriate solutions in scoring administrative reforms and digital transformation in handling administrative procedures to accurately reflect the reality in the initial stage after the arrangement and organization of 2-level local governments. Have solutions to continue to strengthen the technical support team, ensuring timely and effective feedback and handling of issues arising from the grassroots level. Organize specialized training courses, providing detailed instructions on how to use the software, especially handling complex situations in civil status procedures, to improve the capacity of local civil status officers.
