Previously, at around 6:30 a.m. on November 28, Ms. Luan was driving a motorbike on Provincial Road 530 through Tri Nang Commune, violating the Road Traffic Law, and was discovered by the Traffic Police of Lang Chanh District, who made a record to handle the administrative violation.
