Responding at the question-and-answer session on the implementation of mechanisms and policies for agricultural development in the capital, organized by the Standing Committee of the Hanoi People's Council on the morning of May 12, Chairman of the Hanoi People's Committee Tran Sy Thanh said that in recent times, Hanoi has achieved many important results related to the fields of agriculture and rural areas.

"Currently, Hanoi has 2,167 OCOP products, accounting for about 25% of the country's OCOP products, proving that the production process and value of Hanoi's agricultural products have been improved," said Mr. Thanh.

However, the head of the Hanoi People's Committee admitted that the capital's agriculture has not yet "met expectations" and has not developed to its full potential. The city's slow planning of the agricultural sector is also a major problem.

"Up to now, Hanoi has not yet completed the planning for agricultural development in the districts, even though it has been done for a long time. Without planning, we do not know what to do to develop the agricultural economy . Since I came here, there has not been a day when the Standing Committee or Standing Committee did not mention the planning issue, so now we are rushing to do it.

I hope and promise that in this term, we will basically complete the planning. Thus, I believe that the activities from calling for investment, everything will be clear. Hanoi does not have any list of agriculture to call for investment because the planning is slow," Mr. Thanh stated the reality.

Regarding land policies and illegal construction on agricultural land, the Chairman of Hanoi said this is a pressing issue nationwide, not just a story of the capital.

He said that because of the above issues, the National Assembly is currently amending the Land Law to more clearly define which agricultural land projects can and cannot be built on. At the same time, it is studying, evaluating, and absorbing experts' opinions to put the capital's agriculture on the right track.

Regarding the handling of violations in the field of agricultural land, Mr. Thanh said that he had directed the Chief of Office of the Hanoi People's Committee to fly a flycam in all 6 riverside districts to detect violations. At the same time, information about violations, including violations of encroachment and riverbed leveling, was sent to the Chairmen of the districts for handling.

"The districts are resolutely doing this, not just waiting for reporters to point out their violations, but I have taken the initiative to do it. Directly letting the drone fly, not informing anyone, strictly handling without causing noise, taking achievements", the Chairman of Hanoi emphasized.

Also within the framework of the question-and-answer session, delegate Dam Van Huan (Head of the Urban Committee of the Hanoi People's Council) gave a specific example of the Hoa Lam Vien high-tech ecological agricultural zone project in Dong Anh district, which, although approved nearly 10 years ago, has not been implemented, causing many public opinions.

Responding to the question of delegate Dam Van Huan, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen said that developing high-tech agriculture is one of the important orientations of Hanoi.

Hanoi strives that by 2025, the value of high-tech agricultural production will reach 70% of the total production value of the entire agricultural sector.

Regarding the Hoa Lam Vien high-tech ecological agricultural zone project, the project was approved by the Standing Committee of the Hanoi Party Committee in 2013; in 2014, the detailed planning 1/500 was approved. The project is also consistent with the flood prevention planning previously appraised by the Ministry of Agriculture and Rural Development.

"Currently, the city is assigning the Department of Planning and Investment to guide investors in completing documents and submitting them to competent authorities for approval to implement the Hoa Lam Vien High-Tech Ecological Agricultural Zone project in Dong Anh district as soon as possible...", Mr. Quyen said .
