This afternoon (October 17), after 3 days of serious and urgent work, promoting the spirit of democracy, solidarity and a high sense of responsibility towards the Party Committee and the People of the Capital, the 18th Congress of the Hanoi Party Committee, term 2025 - 2030, completed the entire program content, held the closing session with the participation of 550 delegates, representing nearly 500,000 party members of the entire City Party Committee.

In her closing speech, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that with the theme "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party Committee; pioneering breakthroughs in the new era; developing a civilized, modern and happy Capital", and the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress absorbed valuable instructions from General Secretary To Lam , highly promoted the intelligence and responsibility of the delegates, focused on discussing and unanimously passing the Congress Resolution with key contents: 5 development perspectives, 4 groups of targets with 43 specific targets, 3 breakthroughs and 10 main tasks and solutions of the City Party Committee in the period 2025 - 2030, with a vision to 2045.

Hanoi Party Secretary Bui Thi Minh Hoai delivered a closing speech at the Congress.

The documents approved by the Congress are the crystallization of wisdom, demonstrating a deep awareness of the position and role of the Capital, and at the same time reflecting the will, belief, determination and aspiration of the entire Party Committee and People of Hanoi in the cause of building and developing the Capital in the new context; affirming Hanoi's pioneering position in the country's development.

The Congress assigned the 18th City Party Executive Committee to receive delegates' comments and suggestions to supplement, complete and organize the implementation of the Resolution throughout the Party Committee.

Urgently implement the Resolution - Take drastic action after the Congress

The Congress also discussed and contributed to the draft documents to be submitted to the 14th National Party Congress, expressing deep confidence in the success of the 14th National Congress and affirming the determination to successfully achieve the goal of building a country of "Rich people, strong country, democracy, fairness, and civilization".

According to the Secretary of the Hanoi Party Committee, in the coming time, the world and regional situation is forecast to have many complicated developments. Besides advantages and great opportunities, the City also has to face many difficulties and challenges. Thoroughly implementing the direction of General Secretary To Lam, the Secretary of the City Party Committee requested the 18th City Party Committee Executive Committee, Party committees at all levels, agencies, departments and branches to promptly start concretizing, directing, and implementing the Congress Resolution synchronously, promptly and effectively.

The implementation of the Resolution must be linked to specific action programs in each locality and unit, implemented resolutely, quickly, and thoroughly. The Secretary of the City Party Committee emphasized: "In particular, we must be determined to strictly implement the direction of General Secretary To Lam at the City Party Congress, determined to fundamentally resolve and overcome traffic congestion, air pollution, and pollution in rivers."

At the closing session, on behalf of the Secretariat, Chief of the City Party Committee Office Tran Thanh Ha presented the draft Resolution of the 18th Hanoi Party Congress, term 2025 - 2030. All 550 delegates attending voted 100% unanimously to pass the Resolution, concluding a successful Congress, opening a new path for the Capital Hanoi - a civilized, modern, happy city, a pioneer in the new era of development.
