Electronic medical records - A step forward in digital transformation of the healthcare industry

Currently, in the province, there are 18 hospitals and medical centers that are qualified to deploy electronic medical records. This is an important step in modernizing the medical examination and treatment management system of the health sector, towards the smart hospital model.

The Department of Traditional Medicine - Rehabilitation is the first department to pilot electronic medical records at Muong Khuong Regional General Hospital. All information about professional procedures, medical orders, medical history, and treatment progress of patients have been digitized, minimizing the use of paperwork, making it quick and reducing waiting time for patients.

Doctor Luong Dinh Hai, in charge of the Department of Traditional Medicine - Rehabilitation, Muong Khuong Regional General Hospital shared: "We have participated in training courses on information technology to be able to master the steps in implementing electronic medical records. After a period of operation, we found the work more convenient, reduced time for administrative procedures, and patients were also more satisfied in the examination and treatment process."

To deploy electronic medical records, Muong Khuong Regional General Hospital has been allocated funding to invest in additional infrastructure and equipment for digital transformation. The HIS system meets the needs of medical examination and treatment management at the hospital; many subsystems and features have met the advanced level. The team of doctors and nurses can perform professional operations on tablets and smartphones.

The interconnection and data sharing for payment of medical examination and treatment costs under health insurance with the social insurance agency also meets the requirements of current regulations, XML data standards (markup language used to encode documents) and is synchronized daily to the health insurance appraisal information portal. Currently, the hospital is completing the voice recognition feature to support the issuance of instructions.

Dr. Ta Kien Cuong, Director of Muong Khuong Regional General Hospital, said: The implementation of the electronic medical record system in accordance with the regulations of the Ministry of Health demonstrates the determination to comprehensively transform the digitalization of hospital operations. Through this, it is possible to provide information and clinical data quickly, shorten the time and procedures for medical examination and treatment and reduce costs. Instead of printing diagnostic imaging films and printing paper for test results, when implementing electronic medical records, only storage and transmission are needed.

However, the implementation of electronic medical records at Muong Khuong Regional General Hospital is still facing many difficulties such as: the cost of applying information technology in medical examination and treatment has not been included in the annual technical and economic norms; patients are not familiar with cashless payments; the application of electronic signature is difficult because a part of ethnic minorities are illiterate...

From August 1, 2024, Van Yen Regional Medical Center has also been recognized for its electronic medical records on the Ministry of Health's information website. Currently, the center's electronic medical records have met the following criteria: the hospital information system has reached level 6, and the testing information system and electronic medical records have reached the advanced level.

Promoting digital transformation has brought many advantages to the center's medical examination and treatment. According to the report, in the first 6 months of 2025, Van Yen Regional Medical Center received medical examination and treatment using citizen identification cards for 50,703 people, reaching a rate of 98%. The center has equipped itself with 6 citizen identification card scanners according to the standards of the Ministry of Public Security to serve the work of receiving medical examination and treatment using citizen identification cards via the VNeID application, creating convenience for patients. In addition, the center has deployed interconnection and digital signing of 384 driver's health examination records; 600 birth certificates; integrated digital signatures to serve the signing of records according to regulations.

After the merger, Lao Cai province's health sector has 4 provincial general hospitals, 4 provincial specialized hospitals, 8 regional general hospitals and 8 regional health centers performing two functions. The health sector identifies digital transformation as one of the key and urgent tasks to improve service quality, reduce the burden on the health system and better serve the people, in which the implementation of electronic medical records is an important breakthrough.

Ms. Pham Bich Van, Deputy Director of the Department of Health, affirmed: Digital transformation is not only a trend but also an inevitable requirement to adapt to the new administrative scale, optimize resources and enhance connectivity and data sharing between treatment lines. The sector will prioritize investment in technology infrastructure, training digital health human resources and synchronously deploying electronic health record management platforms, remote medical examination and treatment, while strengthening coordination with departments and branches to ensure consistency and efficiency in the entire health system of the province after the merger.
