(HNMO) - On the afternoon of May 29, discussing the work of preventing and fighting the Covid-19 epidemic at the fifth session, National Assembly delegates were concerned that the disease of "fear of responsibility", being withdrawn, passive, and afraid to make decisions is spreading from the medical industry to other professions.

Regarding the settlement of funds for Covid-19 prevention and control, delegate Ta Van Ha (Quang Nam delegation) said that many violations and problems were identified due to the fact that the Covid-19 pandemic was an unprecedented situation, the disease broke out rapidly; while legal regulations were in a normal context. The delegate said that the National Assembly Resolution should assign the Government to provide specific instructions for a reasonable handling plan.

"Inspection, examination and supervision work also needs to be placed in the context and conditions of the pandemic, between life and death, all focusing on disease prevention and control. Many cases of non-corruption and negativity are still disciplined and need to be properly assessed," said delegate Ta Van Ha.

Based on lessons learned from the pandemic situation, the delegate said that the Government needs to develop response scenarios at different levels, so that in emergency situations, there are still clear and strict regulations and mechanisms, through which agencies and units can base on them to deploy work effectively, reasonably, legally, and legally, avoiding confusion in response or encountering difficulties due to unclear regulations.

Delegate Pham Khanh Phong Lan (Ho Chi Minh City Delegation) said that resource management still has many "bottlenecks" in use. At the same time, there are policies that need to be reconsidered, such as when there is a shortage of vaccines, service injections are not allowed, or when there is a shortage of treatment drugs, the Ministry of Health is slow in issuing drug registration numbers, leading to the situation of buying and selling outside and pushing up prices...

Delegate Pham Khanh Phong Lan also suggested that the report should include additional assessments to balance between “building” and “fighting”. Fighting negativity but also paying due attention to building and “nourishing” the health sector to be stronger in order to be able to fight the epidemic at that time and in the future. “Supervision work needs to be put into practice in the future if the epidemic returns, we will be able to cope better and protect the people better,” said delegate Pham Khanh Phong Lan.

After successfully fighting the epidemic, delegate Tran Van Sau (Dong Thap delegation) said that the inspection, examination and audit work showed that there were too many things that were reasonable during the epidemic prevention period but were not reasonable and legal at the present time. "So how should we deal with this issue?", delegate Tran Van Sau asked, at the same time worrying about the disease of "fear of responsibility", being withdrawn, passive, and afraid to make decisions spreading from the medical industry to other professions.

In addition to continuing to improve the legal system and creating a legal corridor to encourage people to work confidently, delegate Tran Van Sau suggested that the National Assembly needs to have a mechanism to apply the law in a truly reasonable and equitable manner.

In addition, delegate Tran Van Khai (Ha Nam delegation) requested to report additional, synthesize, and clearly state the results of management, use, and settlement of resources mobilized from non-budgetary sources. At the same time, this Resolution of the National Assembly must further clarify the current situation, causes, and responsibilities in a very specific manner. In particular, it is necessary to propose solutions to completely remove obstacles, especially settlement, determination of asset value, and public ownership to quickly manage and avoid wasting valuable resources that have been mobilized.
