ONCE KNOWN AS A GHOST HOSPITAL
The Nam Dinh Provincial General Hospital Construction Investment Project (PIP) was previously a 700-bed PIP project, which started in 2006 on an area of 9.25 hectares in My Trung Urban Area (Loc Ha Ward, Nam Dinh City) along National Highway 10. The total investment is over VND 1,467 billion, including the central budget and the provincial budget. The project aims to build a regional-level PIP, serving medical examination and treatment and health care for people in Nam Dinh province and neighboring provinces.

According to Thanh Nien reporters, the main items of the project include: 6 blocks of houses and accompanying infrastructure systems, in which the tallest building is an 11-storey building. The project is expected to be completed on January 15, 2011.
It was thought that this project would meet the expectations of the government, people of Nam Dinh and neighboring provinces. However, after 6 years of construction, in 2012, this trillion-dollar project was temporarily suspended due to funding difficulties. Over time, this place became... a place for grazing cows and growing weeds. Many people have compared this project to a "ghost hospital".
At the time of stopping construction (2012), the project had basically completed the rough construction of 5/6 buildings along with the technical infrastructure system (rough construction of fences, gardens, etc.); the central and provincial budgets had poured more than 261 billion VND into this project.
By 2019, with the Prime Minister's approval, the project to build a 700-bed Nam Dinh Provincial General Hospital was adjusted from a regional central hospital to Nam Dinh Provincial General Hospital.
USING PROVINCIAL BUDGET TO RE-START THE PROJECT
Also according to Thanh Nien reporter's investigation, on the basis of adjusting the investment project to build a 700-bed general hospital in Nam Dinh province (old), the People's Committee of Nam Dinh province has reviewed, evaluated the completed volume, inspected the quality of the old project, and finalized the completed work volume; carried out procedures to prepare for investment in the new project. On September 1, 2020, the investment project to build a general hospital in the province (new) was approved by the People's Committee of Nam Dinh province.
Speaking with Thanh Nien reporter, Mr. Tran Duy Tuan, Head of Project Department 1, Nam Dinh Province Construction Investment Project Management Board (abbreviated as BQL), said that the new project has a total investment of more than 1,467 billion VND; of which the central budget capital and the provincial budget capital previously implemented more than 261 billion VND, the remaining part of the project after adjustment will have 100% of Nam Dinh province's budget capital. The implementation period is until the end of 2025, with Nam Dinh Provincial People's Committee as the investor, the BQL assigned to directly manage, and Vietnam Architectural Design and Consulting Joint Stock Company as design consultant.
On November 22, 2021, the Management Board and Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex) signed a contract for the construction and installation of equipment for Building No. 1 (emergency department, technical and administrative services), 1 of 6 buildings in the entire project; the contract value is nearly 299 billion VND. The contract implementation period is 625 days, from December 5, 2021 to August 31, 2023. On December 5, 2021, the package was started under the supervision of the joint venture of BC&D Joint Stock Company and PACIE Investment and Construction Joint Stock Company.
According to Mr. Tuan, to continue completing this project, Nam Dinh province will spend the budget every year. Since the project was restarted, the Nam Dinh Provincial People's Committee has allocated 230 billion VND to the project. "The most difficult thing is the investment capital. However, we will try to complete the project as planned, put it into operation, and serve the people," said Mr. Tuan.

MORE PROJECTS WILL BE BEGINNING SOON
Explaining the slow construction progress, Mr. Tran Duy Tuan said the reason for the slow progress was because the old construction part had been built for too long, was affected by the weather, and had seepage from the outside, so many locations were damp, moldy... and could not be utilized, leading to some construction items at some locations of house number 1 according to the contract not meeting the requirements. Currently, the Management Board is working with related units to determine the volume that does not ensure quality, make a record of the on-site handling of the volume that must be demolished to report to the Provincial People's Committee for handling policy.
Mr. Tuan added that Nam Dinh Provincial General Hospital is currently located in the inner city of Nam Dinh City. In case the construction package No. 1 (emergency department, technical and administrative services) is completed according to the contract, after August 2023, Nam Dinh Provincial General Hospital can transfer part of its activities to the new facility.
"Previously, the construction items for a regional general hospital project would be different from those for a provincial general hospital. Therefore, when redesigning from the old design, it would take more time. Besides, some items are old and degraded, so they have to be demolished, but we will make the most of them to avoid waste," Mr. Tuan added.
According to Mr. Tuan, as of June 23, the total value of building No. 1 has reached about 80%, the progress basically meets the requirements. Items such as the entire rough construction have been completed. Synchronously organizing the construction of items: door installation, toilet cabin installation, various types of indoor wood-plastic panels, glass wall cladding in corridors, technical panels, anti-collision bars, finishing details of special rooms. Equipment such as: air filtration system for operating rooms, intervention rooms; fire protection equipment... are also being installed.
For buildings No. 2, 3, 6 and some technical systems, the contract value is expected to be more than 811 billion VND, with implementation time until March 2025. The expected start date is July 1, 2023 after completing the bidding procedure to select the contractor and the supervision consultant.
"Hot" every voter contact session because of waste
Talking to Thanh Nien reporter, Mr. Tran Huu Doan, Vice Chairman of Loc Ha Ward People's Committee, Nam Dinh City, said: "This project has been stopped for many years, causing great concern among local people. Especially during the meetings with voters, this issue has received enthusiastic opinions from local people. The reason is that the need for medical examination and treatment of the people is very large but has not been met. Moreover, from a trillion-dong project, the items were initially invested in, then left unused, degraded, causing waste, so people have asked the leaders to complete the project soon to put it into operation."
