A volatile landscape
The world is in a challenging dual transformation. The World Economic Forum's (WEF) Future of Jobs Report 2025 indicates that the global labor market will witness a structural disruption of up to 22% of current employment, with 170 million new jobs created. However, this development poses a huge demand for retraining, with WEF also stating that up to 59% of workers will need to be retrained by 2030. This urgent need completely redefines the concept of "high-quality human resources": it is no longer someone with a high degree, but someone with the ability to adapt and master technology.
In that context, Vietnam is not standing still. Recognizing this, Vietnam is taking drastic action with a comprehensive, multi-layered strategy, considering the development of high-quality human resources as a key task. Resolution 57-NQ/TW of the Politburo prioritizes science, technology, innovation, considering universities as the core of human resource training and research in key areas such as AI, semiconductors, and green energy. To realize this, the Government has implemented the "Project on training and developing human resources for the high-tech sector by 2030" (Decision 1002/QD-TTg) to strengthen training in STEM fields, expected to create hundreds of thousands of engineers and experts in digital technology, AI, and biology.
Thus, it can be seen that the global race for technology is essentially a race for high-quality human resources. Vietnam has a comprehensive and specific strategy, but whether it is successful or not depends entirely on whether we can build a new generation of workers who can master the game or not.
Mandatory requirements, proactive steps
To succeed in a changing world, young people need to develop themselves comprehensively, not only in knowledge but also in capacity. According to UNESCO, human capacity is made up of Knowledge, Skills and Attitudes. A study shows that knowledge accounts for only 4% of success, while skills account for 26% and attitudes account for 70%. The 2023 LinkedIn survey also confirmed that 92% of employers consider soft skills to be very important to the success of the organization.
Deeply understanding this, Ho Chi Minh City University of Technology - VNU-HCM, based on the research process of business needs and global trends, has built a comprehensive development strategy for students in the period 2024-2028, focusing on the following 4 core competency groups: communication and cooperation skills; autonomy and adaptability; thinking, innovation and creativity; leadership thinking skills.
This is the set of "antibodies" that helps a young worker not only survive but also thrive in any environment, no matter how technology changes.

Identifying the above groups of competencies is not only an orientation, but also needs to be realized through specific training programs, helping learners to hone those competencies. Realizing that foreign languages are an indispensable key to integration and that interdisciplinary is an inevitable requirement of the future, Ho Chi Minh City University of Technology - VNU-HCM has been making efforts to develop teaching and learning programs entirely in English.
In order to fulfill the mission set by the country and meet the goal of training high-quality human resources, the School has opened 5 new interdisciplinary majors, taught entirely in English, including: Microchip Design, Renewable Energy, Digital Business, Circular Economy and Digital Biotechnology. Choosing English as the main language for training not only helps students directly access the global knowledge base, with the latest textbooks and research, but also trains learners in an international academic environment, ready for global cooperation and competition upon graduation.
