At the same time, it is necessary to strengthen training and coaching of medical staff and organize training courses, instructing medical staff on the use of electronic medical record software, improving digital skills and changing habits from paper to electronic medical records.

Connect and synchronize electronic medical records with the health insurance system, pharmaceutical management system, testing system, promote declaration support, and deploy at medical facilities to strive for the goal of at least 80% of people having electronic health records.

In addition, it is necessary to coordinate with the Provincial Police and the Department of Science and Technology to ensure information safety and security, comply with legal regulations on network information security, have backup plans and multi-layer security, and ensure that people's health data is strictly managed.

Promote incentive and support mechanisms and have policies to encourage departments, offices and individuals to take the lead in implementing electronic medical records and digital transformation to create consistency throughout the system, enhance innovation and digital transformation in the health sector.
