This is a timely decision, demonstrating high political determination in bringing social security policies closer to the people, especially in the context that the whole industry is facing many challenges in terms of human resources, large management area and increasingly high task requirements.
By the end of July 2025, Lam Dong province had 274,446 people participating in social insurance (76.17% of the plan), and needed to continue to develop 85,846 more people. The number of people participating in health insurance reached 2,894,487 people (equivalent to 92.71% of the plan), still lacking 227,625 people to meet the annual target.
Total revenue from social insurance, health insurance, and unemployment insurance (SI) in the province is 5,569 billion VND (equal to 58.07% of the plan); the remaining revenue to be collected is 4,022 billion VND.
One of the major difficulties currently is the high rate of late payment and arrears. The amount of late payment by the end of July was VND399 billion, accounting for 4.16% of the amount receivable, exceeding the assigned target by 0.51%. Of which, the amount of late payment that must be calculated with interest was VND170 billion, accounting for 1.78%, although lower than the target of 0.64%, it still puts great pressure on the collection work.
In addition, the number of people participating in compulsory social insurance continues to decrease, the number of people participating in voluntary social insurance and health insurance increases slowly. The coverage rate of social insurance and health insurance in the whole province is still low compared to the requirements. In particular, the group of business households that are subject to social insurance and health insurance under the new regulations have not actively registered to participate.
Currently, only 586/3,302 tax-declaring households in the province have participated, accounting for a very low rate. Debt collection efforts have not been very effective.
In July, the province newly settled social insurance benefits for 11,443 people; coordinated the payment of unemployment benefits and vocational training support for 3,284 people; settled early retirement according to Decree 177, 178 for 853 cases. The provincial Social Insurance also paid on time retirement benefits and social insurance benefits to 55,214 people with a total payment of social insurance and unemployment insurance benefits in the month of 560.4 billion VND; the rate of beneficiaries receiving money through accounts in urban areas reached 84.65%.
Regarding the health insurance sector, the provincial Social Insurance paid the health insurance examination and treatment costs for 460,197 people, with a total cost of VND 208.1 billion, using 60.24% of the annual budget. The number of health insurance examination and treatment costs in the first 7 months of the year continued to increase compared to the same period last year. Many medical facilities were warned early about the abnormal increase in indicators in June to take control measures.

Mr. Dang Hong Tuan, Director of the Provincial Social Insurance, emphasized: "The appointment and transfer of Deputy Directors of Social Insurance at the grassroots level is a key solution, contributing to solving difficulties at the grassroots level. In the context of implementing the two-level local government model, the sector's payroll is still lacking, especially in the provincial office block.
Meanwhile, Lam Dong is the province with the largest natural area in the country, the terrain is mainly mountainous, many areas are rugged, the population is unevenly distributed, the provincial Social Insurance is organizing 25 grassroots Social Insurance to perform tasks in 124 commune-level administrative units with a total population of about 3.87 million people, including a large proportion of ethnic minorities, scattered residence.
With the above characteristics, if we do not promptly supplement our forces, it will be very difficult to complete the assigned targets and plans and meet the requirements of serving the people and businesses."
This transfer and appointment is not only an organizational and personnel supplement, but also demonstrates the proactive spirit and readiness of the entire Lam Dong Social Insurance sector in strongly transforming from an administrative mindset to a service mindset. This is the foundation for the provincial Social Insurance to resolutely implement solutions, successfully complete assigned tasks in 2025 and create momentum for the following years.
