Attending the ceremony were Politburo member, Secretary of the City Party Committee, Head of the Hanoi City National Assembly Delegation Bui Thi Minh Hoai; Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Vietnam Khamphao Ernthavanh; Standing Committee member of the City Party Committee, Head of the City Party Committee's Organization Committee Vu Duc Bao; leaders of the Hoan Kiem District Party Committee and the Hang Ma Ward Party Committee - where Major General Huynh Dac Huong resides.

Major General Huynh Dac Huong was born in 1922, his hometown is Cam Pho ward, Hoi An city, Quang Nam province. In 1936, he participated in the Democratic Youth movement, was arrested by the French colonialists, and imprisoned in the following prisons: Cam Pho (Quang Nam), Phu Duong (Dien Ban), Quang Nam prison, Vinh Dien, Ly Hy resettlement camp (Tay Thua Thien), Thua Phu prison (Hue), Phu Bai prison.

From 1940 to December 1947, he was a member of the youth and workers' national salvation movement in Da Lat, Binh Thuan ; a member of the Hoi An City Party Committee (a special cell in charge of the Central Region Party Committee).

From 1947 to 1976, he held many important positions in the army, such as: Deputy Director, Director of the Organization Department - General Department of Politics; Deputy Political Commissar of the Northwest Military Region; Political Commissar of the 959 Command; Political Commissar and Commander of the 959 Volunteer Army and Military Experts to help Laos... In 1974, he was promoted to the rank of Major General, holding the position of Political Commissar of Military Region 4.

From 1976 to 1979, Major General Huynh Dac Huong held the position of Deputy Minister of Labor, War Invalids and Social Affairs. From 1979 to 1983, he was Deputy Political Commissar of Military Region 3. From 1983 to 1988, he held the position of Deputy Minister of Labor, War Invalids and Social Affairs.

In 1989, he retired according to the regime. After retirement, Major General Huynh Dac Huong was the General Secretary of the Vietnam Veterans Association, Head of the National Liaison Committee of Vietnamese Volunteer Soldiers and Military Experts in Laos; Head of the Liaison Committee of Revolutionary Soldiers Captured and Imprisoned by the Enemy in Hanoi City.

For his contributions to the cause of national construction and defense and international cooperation, Major General Huynh Dac Huong was awarded by the Party and State: 2 First-class Independence Medals, First-class Military Exploit Medal; First-class Feat Medal, First-class Freedom Medal by the Lao Government and many Certificates of Merit.

Respectfully presenting the 85-year Party membership badge and congratulating Major General Huynh Dac Huong with flowers, Hanoi Party Secretary Bui Thi Minh Hoai expressed her emotion at attending the ceremony to present the Party badge to the revolutionary veteran.

According to Secretary of the City Party Committee Bui Thi Minh Hoai, the Party Badge awarding ceremony is a respect and recognition of the merits, efforts, and tireless, persistent dedication of Major General Huynh Dac Huong to the glorious revolutionary cause of the Party and the nation; is an honor and pride for himself and his family; is a common joy for the Hanoi Party Committee in general and the Party Committee of Hang Ma ward, Hoan Kiem district (where he is currently participating in Party activities)", the City Party Committee Secretary said.

Comrade Bui Thi Minh Hoai expressed her emotion about the journey of struggle and training of Major General Huynh Dac Huong, from enlightenment of the Party's ideals to the process of dedication to the cause of building and defending the Fatherland.

Affirming that over the past 95 years, under the leadership of the Party, our country has increasingly developed, standing shoulder to shoulder with other countries in the world, Secretary of the City Party Committee Bui Thi Minh Hoai expressed deep gratitude to previous generations who have made great contributions so that today's generation can have a peaceful, prosperous and happy life; at the same time, affirming that today's generation will constantly strive to practice and strive to follow the example of previous generations, contributing their enthusiasm and intelligence to the construction of the Capital and the country.

Wishing Major General Huynh Dac Huong good health, Secretary of the City Party Committee Bui Thi Minh Hoai expressed her hope that with his extensive experience, intelligence and broad vision, he will continue to make contributions to the cause of building and developing the Capital; contributing to passing on historical values, revolutionary traditions, ethical values, political ideology and spirit of dedication to the contingent of cadres and party members today and tomorrow.

Expressing his emotion and pride when receiving the noble badge of the Party, comrade Huynh Dac Huong said that he had been enlightened about the revolution since 1937 and lived his life to the fullest with the ideals he had chosen, considering Marxism-Leninism and Ho Chi Minh Thought as the only reason to live. Expressing his deep gratitude to the revolutionary predecessors, the heroic martyrs who sacrificed for the independence and freedom of the nation, comrade Huynh Dac Huong affirmed his steadfast belief in the leadership role of the Party, in the strong development of the Capital and the country.
