According to the report, on September 10, 2025, the Provincial Party Committee issued Decision No. 136 to strengthen the Provincial Steering Committee to implement investment and construction projects related to Gia Binh International Airport. The Provincial People's Committee issued Plan No. 54, dated September 2, 2025, on launching the emulation movement "80 peak days and nights of site clearance, 256 days and nights to complete projects related to Gia Binh International Airport and 468 days and nights to complete the route connecting Gia Binh Airport with Hanoi Capital, the section passing through Bac Ninh province"; Plan No. 56, dated September 5, 2025, on implementing the investment project to build the route connecting Gia Binh Airport with Hanoi Capital, the section passing through Bac Ninh province; Plan No. 57, dated September 5, 2025, on implementing the investment project to build Gia Binh International Airport and related projects.
The project to invest in the construction of the route connecting Gia Binh airport with Hanoi capital, the section passing through Bac Ninh province, passing through the communes and wards: Thuan Thanh, Tram Lo, Trung Kenh, Luong Tai, Gia Binh, Lam Thao, Mao Dien, Tri Qua, Tu Son. The work done for the project is: Approving the investor to prepare a feasibility study report; establishing an appraisal council and a support team. The Provincial People's Committee has issued a document requesting the Ministry of Construction to support the appraisal of the feasibility study report, construction design to be implemented after the basic design of the project. Currently, the Department of Agriculture and Environment is coordinating with the Ministry of Agriculture and Environment to soon issue a document authorizing the Chairman of the Provincial People's Committee to organize the appraisal and decide to approve the appraisal results of the environmental impact assessment report of the project.
Regarding site clearance, localities related to the project have basically established steering committees, compensation councils, and site clearance support councils to direct and implement the project. Based on the plan and route location approved by the Provincial People's Committee, localities are investigating, measuring, surveying, and verifying the area and origin of land use to be recovered.
Discussing here, opinions stated that compared to plan No. 56, the project implementation progress has not met the requirements. The main reason is that the Ministry of Agriculture and Environment has not yet issued a document authorizing the Chairman of the Provincial People's Committee to organize the appraisal and decide to approve the appraisal results of the project's environmental impact assessment report. The legal basis for planning to serve the appraisal of the feasibility study report is still incomplete; the investor has not fully completed some existing contents of the dossier according to the opinion of the Department of Construction to serve as a basis for organizing the appraisal.
Regarding the Gia Binh International Airport project and related projects, the project's investment policy documents are currently being revised according to the content of adjusting the scale from level 4E to 4F. It is expected that on October 15, 2025, the Ministry of Construction will submit them to the National Assembly for appraisal and approval. Regarding site clearance, to date, functional units have determined the total recovered area of the project to be more than 1,960 hectares (including 124.7 hectares of phase I); held meetings with people in 36/36 villages of 3 communes: Gia Binh, Luong Tai, Nhan Thang; declared 6,694/7,980 households and individuals with declared agricultural land area of about 818 hectares. Drafted a provisional plan of about 800 hectares; made advance payments in Gia Binh commune to about 2,366 households with about 241 hectares.

Regarding the site clearance for the resettlement project serving Gia Binh International Airport, the investor has only provided the planning boundary of the resettlement area (temporary) without any approved detailed planning. Based on the temporary boundary provided by the investor, the communes have worked with the units to organize compensation, support, and resettlement; urgently reviewed, assigned land users, and organized people's meetings in the communes.
Regarding the investment project to build works serving the site clearance (refund works, including cemeteries) of Gia Binh International Airport, regarding the site clearance work, up to now the investor has only provided the planning boundary of the cemetery re-area (temporary) without approved detailed planning. Based on the temporary boundary provided by the investor, the communes have worked with the units to organize compensation, support, and resettlement; urgently reviewed, assigned land users and organized people's meetings in the communes.
Regarding the investment project to build a road directly connecting Gia Binh International Airport, the investor has completed the feasibility study report, reviewed and submitted it to the appraisal council. However, due to the orientation of adjusting the Master Plan for the development of the national airport system for the period 2021-2030, with a vision to 2050, it is expected that on October 20, 2025, the investor will complete the feasibility study report and the environmental impact assessment report for appraisal and approval.
The project is currently facing difficulties and obstacles due to the implementation of plans that are in the process of being accepted and revised. The project has a large area of land acquisition; the investor has not yet completed the extraction of cadastral maps with confirmation from relevant agencies as a basis for issuing a land acquisition notice when there is a full legal basis. The origin of the land and assets on the land is complicated, and confirmation takes a long time...
Speaking at the conference, comrade Vuong Quoc Tuan stated that in the weekly meetings, the Provincial People's Committee always reviews the progress of projects related to Gia Binh International Airport. After implementing the projects, the difficulties and obstacles were gradually resolved by the Provincial Steering Committee in the spirit of concentration and the highest determination.
Emphasizing some specific planning contents related to the project, he said that up to now, the province has basically taken the initiative in adjusting the planning. Regarding the airport location planning, the actual area meets the capacity increase, only changes in the details of the airport planning.
He pointed out a number of reasons for having to change and adjust some of the project's plans and details related to the investment scale, route directions, zoning plans, the impact of population scale and compression on plans, urban areas, etc. At the same time, he emphasized that in order to develop future projects, in the zoning plans, communes must have plans related to resettlement other than the resettlement of Gia Binh Airport. The 2026 - 2030 period needs to be implemented so that the plans do not become "suspended" plans.
Regarding the concerns of localities about cemetery planning, the Chairman of the Provincial People's Committee expressed the view of forming a cemetery park complex. Therefore, localities should strengthen propaganda and mobilization to create consensus among the people. Particularly for the Dai Lai Commune Cemetery Park, the commune is requested to focus on promoting propaganda and mobilization to receive consensus and support from the people. The province will pay attention and create maximum conditions for infrastructure, electricity, roads, schools and stations for the commune.
Regarding old residential areas, comrade Vuong Quoc Tuan suggested that on the basis of the established zoning plan, the Department of Construction should consider and study infrastructure renovation, not making too big changes to the plan. For projects that are not part of projects that impact the plan, the policy is to keep it the same. From now until October 30, 2025, departments, branches and localities should focus on carefully reviewing the zoning plan.
Regarding site clearance, relevant localities and agencies must adhere to the set target of “80 peak days and nights to carry out site clearance for agricultural land”. At the same time, the highest focus must be placed on the work of counting agricultural land for resettlement and site clearance for cemeteries.

Regarding the construction of specific mechanisms, the Chairman of the Provincial People's Committee assigned the Department of Justice to preside over research and proactively work with the Ministry of Justice to have a unified plan. At the same time, departments, branches and localities pay attention to implementing tasks related to connecting road projects, resettlement projects and technical infrastructure resettlement, etc.
After listening to the delegates' opinions and concluding the conference, comrade Nguyen Hong Thai emphasized that the Gia Binh International Airport project is a national key project, a modern airport with international scale. This is not only the aviation gateway of Hanoi and the North but also a major regional transit airport, playing a role in connecting and linking the region.
He acknowledged and highly appreciated the active participation of the Provincial Steering Committee and departments, branches, and localities that have regularly and closely directed the implementation of the project. At the same time, he shared the difficulties in the implementation process and frankly pointed out the causes leading to the problems.
The Provincial Party Secretary requested that local Party committees and authorities continue to do a good job of propaganda and mobilization, creating consensus among the people so that they clearly understand the benefits of building Gia Binh Airport, not only serving the current people but also meeting the development needs of future generations.
Emphasizing the importance of the airport and the connection of projects related to Gia Binh International Airport, he requested the entire political system to focus on implementing synchronous projects with the highest political determination on the basis of absorbing the instructions of the Chairman of the Provincial People's Committee. Strengthen coordination and close connection between departments, branches and localities in the process of performing tasks according to decentralization and delegation of authority. The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee will accompany the branches and localities in the process of implementing the project.
Regarding planning work, he directed the Department of Construction to preside over and coordinate with departments, branches and localities to review the plans, continue to grasp the central plans to make appropriate adjustments, ensure the plans are long-term strategic, close to reality, and avoid "suspended" plans. Regarding recommendations related to land granted without authority, he requested relevant agencies to carefully study, classify and evaluate to have appropriate handling plans for each case, stabilizing people's lives.
Regarding the proposal to build an inland waterway port as a material gathering point for related projects and issue specific mechanisms to facilitate implementation, the Provincial Party Secretary accepted the opinions from which the province would study and consult with central and local authorities to issue regulations that are compatible with the legal system and provide maximum benefit to the people.
