Staying up all night to stop the flood
Xuan Cam commune has 39 villages (including 16 villages along Ta Cau dike) with more than 74,000 people living. As of 5:00 p.m. on October 9, in the commune, there were 4 villages, including Mai Trung, Mai Thuong, Vong Giang and part of Mai Ha village, where traffic was cut off by rising floodwaters, affecting the lives and production of more than 1,100 people. Previously, due to the impact of storm No. 3 (Yagi) in 2024, the dike surface through Mai Ha village (which had been paved with concrete) cracked hundreds of meters long. To protect this dike, in 2024, Bac Giang province (old) invested billions of dong in stone embankments at the foot of the dike in the inner field. However, due to the large circulation of storm No. 11 (Matmo), the flood from upstream is getting stronger and stronger, the water is rising close to the dike surface, with the risk of overflowing, directly threatening the dike line and Hoa Phu Industrial Park about 200 meters from the dike.

Faced with that reality, on the night of October 8 and early morning of October 9, the Xuan Cam commune government deployed the "4 on-site" plan, mobilizing more than 350 people to coordinate with military forces, police, officials, and members of mass organizations to build a channel to prevent water from overflowing into households and the Hoa Phu Industrial Park, while protecting the safety of the cracked dike.

In the dark, old, young, men and women in the villages of Mai Ha, Chau Lo, Cam Xuyen, Cam Hoa, Giap Ngu in Xuan Cam commune, along with officers and soldiers of the armed forces, some were drenched in sweat, their pants rolled up high, they gathered to shovel sand into sacks, quickly building a dike to block the water. Small trucks carefully weaved through the crowd of people hurriedly carrying sand to the dike surface. People shoveled, tied bags, carried sand, spread tarps to prevent water from leaking,... coordinated rhythmically as if they had practiced for a long time. There were young men in shorts, their bare backs drenched in sweat, but still firmly shoveled large shovels of sand without stopping despite being exhausted. With high determination, consensus, and effort, from 9 pm on October 8 to about 3 am on October 9, a long sand dike was formed, temporarily blocking the raging flood.
Mr. Nguyen Dang Doan, Mai Ha village, bare-backed, sweating profusely, said breathlessly: “Our hometown is used to floods, so we are always prepared. Everyone has moved to a safe shelter. The people participating in the dike construction today not only protect the dike, protect the people in the village, but also preserve the province's investment environment, protect the factories operating in Hoa Phu Industrial Park. Because there are thousands of local children working there. Protecting the Industrial Park is also protecting everyone's lives.”

In the "army" participating in preventing the flood, there are also dozens of officers and workers of Hoa Phu INVEST Limited Liability Company (the investor of Hoa Phu Industrial Park's infrastructure). Mr. Tran Sy Nam, General Director of the Company, said that immediately after the incident, the unit gathered 40 officers, workers, mobilized cars, machinery, equipment and used materials from the Industrial Park to transport to support the locality to protect the dike. In addition, the Company also provided logistical support for the entire force participating in handling the incident of Ta Cau dike through Xuan Cam commune. "Our motto is to provide maximum human resources, materials, means (sacks, sand, canvas, tools) and necessities for the force participating in handling the incident of Ta Cau dike, 400 m long, through the area," said Mr. Nam.
Comrade Hoang Van Thai, Chairman of Xuan Cam Commune People's Committee, said that in addition to Hoa Phu Industrial Park, Xuan Cam also has Xuan Cam - Huong Lam Industrial Park and Chau Minh - Bac Ly - Huong Lam Industrial Park with a total area of nearly 700 hectares. If the Ta Cau dike through the commune has an incident, it will greatly affect the production activities of enterprises and the investment environment of the province. Therefore, the locality pays special attention, mobilizes maximum forces and receives support from all levels and sectors to ensure absolute safety for the dike.

Due to the importance of the Ta Cau dike through Xuan Cam commune, the provincial and central leaders paid special attention, directed, urged, and called for support from armed forces stationed in the area and Military Region I to participate in protection.

On the night of October 8 and early morning of October 9, comrades Pham Duc Luan, Director of the Department of Dyke Management and Natural Disaster Prevention and Control ( Ministry of Agriculture and Environment ); Le Xuan Loi, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and leaders of the Department of Agriculture and Environment inspected the flood and storm response work in Xuan Cam commune. At the same time, they encouraged officers and soldiers to participate in building the dike; and proposed an optimal plan to protect the safety of the Ta Cau dike through Mai Ha village.
Comrade Le Xuan Loi reminded the cadres of Xuan Cam commune to always be prepared with a "4 on-site" plan to respond when an incident occurs. The cadres and people in the commune must not be negligent or subjective, but must be vigilant, continuously check the dike, promptly detect overflows, efflorescences, and unusual developments to deploy handling measures from the first hour; ensure the safety of the dike, ensure the lives and property of the people, the State, and industrial zones and clusters in the area as well as in the province.

Due to the continued rise of the Cau River, on the morning of October 9, together with local people, the Provincial Military Command sent 111 officers and soldiers to help Xuan Cam commune continue to build a dike to prevent floods. At noon of the same day, 100 officers and soldiers of Brigade 229, the Engineering Corps were present, gathered at Hoa Phu Industrial Park with enough equipment to help the locality fight floods. Colonel Ho Quang Tu, Deputy Chief of Staff of the Engineering Corps, affirmed: "We will mobilize the maximum force and means within our capacity, here with the people of Xuan Cam to participate in flood prevention. When the dike is safe, we will withdraw our troops."
The representative of the Provincial Industrial Parks Management Board informed that since the storm Matmo entered the East Sea, the unit's leaders have proactively urged and instructed infrastructure investors and enterprises in the industrial park to maintain 24/7 monitoring of the storm situation, ready to respond in all situations. They requested that infrastructure investors in the industrial park organize a thorough review of vulnerable points (power stations, drainage systems, lamp posts, etc.), ensure safety and improve response capacity; promptly notify enterprises to prepare response measures if necessary; organize inspections and clear water flows and garbage to ensure timely drainage.
Thanks to that, up to this point, along with the safety of the industrial parks in Xuan Cam, the remaining industrial parks of the province have not been affected by storm No. 11, production and business activities are taking place normally and stably.
With the strong determination of Party committees from the province to the grassroots, the consensus of the people, the wholehearted assistance of the armed forces, the attention, direction and support of the Central Government and enterprises, the dikes of Bac Ninh were protected. People's lives gradually stabilized after the flood; production and business activities, especially in industrial zones and clusters in Bac Ninh, were maintained.
