At the conference summarizing the implementation of Resolution 18 of the 12th Central Committee of the Communist Party of Vietnam on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient, held on October 22nd, the Secretary of the Ho Chi Minh City Party Committee, Tran Luu Quang, shared his views on the reorganization of the organizational structure and personnel work in the locality over the past period and the orientation for the coming period.
In the meeting, the head of the Ho Chi Minh City Party Committee mentioned the major changes in personnel management that the city will implement in the coming period. Secretary Tran Luu Quang also analyzed the necessity of these changes.
"At the first meeting of the Ho Chi Minh City Party Committee, I reported that the city would undergo a major personnel change. I considered it carefully, but the word 'major' is the only accurate assessment. When arranging the team from the three previously large localities, we arranged it according to mechanical principles," said Party Secretary Tran Luu Quang.

According to the Ho Chi Minh City Party Committee leaders, the merger of administrative units and the implementation of local personnel changes have presented challenges, including the need for further adjustments due to the mechanical arrangement of personnel and other issues. Furthermore, given the urgency of the process, some positions were deemed unsuitable for the new model, a fact that became apparent after four months of operation.
Regarding the implementation of Resolution 18 in the area, Secretary Tran Luu Quang said that the resolution was issued 8 years ago. At that time, many people noted that the political system was still very overlapping, with many levels of government working on the same tasks.
He cited the example of administrative procedures at the commune level in the past, which simply involved confirming people's residences and lacked significant authority. Now, with VNeID and the population database, such confirmations are no longer meaningful. Therefore, adjusting the system is a necessary step.
"The three biggest principles are efficiency, effectiveness, and efficiency. However, that process requires changing deeply ingrained habits and ways of working. Therefore, from October 27, 2017, to October 2024, after seven years, we have only fundamentally merged a few units, with Ho Chi Minh City being the most affected," the Ho Chi Minh City Party Secretary said.
According to Party Secretary Tran Luu Quang, the goal of merging the three localities (Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau ) is to create new development spaces, new opportunities for growth, and new connections. Previously, Ho Chi Minh City, Ba Ria - Vung Tau, and Binh Duong had to negotiate with each other when carrying out inter-regional projects. Now, all three localities are united under one roof with greater responsibilities, space, and resources than before.
The Secretary of the Ho Chi Minh City Party Committee also pointed out that the biggest goal and significance of not having district-level organizations is to be closer to the people. Communes and wards are the agencies that have the most accurate understanding of the situation in each neighborhood.

However, the restructuring and merger also presented initial difficulties. These included local officials facing increased workload pressure, changes in working methods compared to before, uneven capabilities across departments, and many officials having to travel long distances and spend considerable time commuting to their new workplaces.
"After assuming the position of Party Secretary of the City, I went down to the public administrative service centers of several communes and wards. If I had the power, I would commend and award medals to many people. Some people said they had to handle 350-400 applications a day; I don't understand how they manage it," Party Secretary Tran Luu Quang shared.
Therefore, in the coming period, the Secretary of the Ho Chi Minh City Party Committee suggested that the city continue to implement and finalize Resolution 18 decisively. The city needs to proceed step by step, not aiming for perfection, but striving for continuous improvement.
"Emphasizing the role of the leader is essential. The leader makes many decisions. Another important thing is to fulfill the role correctly. If we don't fulfill our roles properly, and keep arguing about whose role it is, we'll waste the whole day and hour," Secretary Tran Luu Quang stressed.
Furthermore, Ho Chi Minh City needs to promote the application of information technology in resolving work-related issues, upgrading technological infrastructure, transmission lines, and terminal equipment at the grassroots level. The Secretary of the Ho Chi Minh City Party Committee also stated the principle that if wards and communes still face any problems, the city level must provide assistance.
Regarding the issue of infrastructure and working conditions, the Secretary of the Ho Chi Minh City Party Committee stated that the City Party Committee has directed the Party Committee of the Ho Chi Minh City People's Committee and the Secretary of the Party Committee of the Ho Chi Minh City People's Committee to instruct the Party Committee of the Department of Construction to conduct a comprehensive review. The Standing Committee of the Ho Chi Minh City Party Committee has agreed on a plan to reasonably address the issue of office space and workplaces for officials, civil servants, and employees.
