On October 2, Mr. Tran Luu Quang - Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee - chaired the meeting of the Ho Chi Minh City Steering Committee on implementing Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

After listening to the report and the opinions exchanged and discussed, Secretary Tran Luu Quang highly appreciated the results that Ho Chi Minh City has achieved in implementing Resolution 57.
However, when analyzing the current role and position of Ho Chi Minh City, Mr. Tran Luu Quang expressed concern about the coordination and organization, with a large amount of work but still many things that have not been done, still general.
Therefore, during the implementation process, Mr. Quang noted that Ho Chi Minh City must filter and inherit the good and effective practices of Binh Duong and Ba Ria - Vung Tau to apply synchronously in the fields and management scope of the new Ho Chi Minh City.
At the same time, Ho Chi Minh City reviews the regulations of these two localities in the fields of science and technology, innovation and digital transformation, thereby selecting and absorbing the most positive and advanced provisions to apply uniformly to the entire Ho Chi Minh City, ensuring rationality, suitability and effectiveness in practice.

The Secretary of the Ho Chi Minh City Party Committee emphasized that digital transformation is a "salvation" when operating the two-level local government model, especially in the city's 168 wards, communes, and special zones.
Mr. Quang directed that within the assigned authority, Ho Chi Minh City applies the most open mechanism to call for investment, reform administrative procedures and prioritize infrastructure arrangement to serve development.
Along with that, increase the disbursement of public investment capital for the fields of science and technology, innovation and digital transformation; purchase equipment, invest in infrastructure, train and foster staff to meet the requirements of digital transformation tasks, serving the operation of the 2-level local government model. From there, create a foundation for the development of science and technology, innovation.

Regarding the idea of hiring services, Mr. Quang clearly stated that he encourages hiring information technology services and hiring human resources for this work to promptly resolve the current requirements of the city.
Ho Chi Minh City must have a flexible and effective training and development policy for those working in digital transformation. Mr. Quang noted that training and development must be practical and specific.
Mr. Quang requested to urgently build a Gantt chart (progress chart) for the fields of digital transformation, science, technology and innovation. These two charts must clearly show the tasks and responsibilities of the person in charge, the implementing unit and organization, and the completion time.
"Comrades, please pay attention, I will base on the Gantt chart to praise you later, or criticize and handle you if you do not meet the work progress requirements," Mr. Quang emphasized.
Regarding the idea of implementing a controlled testing mechanism, the City Party Secretary expressed his agreement, saying that Ho Chi Minh City is ready to apply new models under a controlled testing mechanism (sandbox).
Mr. Quang noted that it is necessary to promote science and technology, innovation and digital transformation in the International Financial Center in Ho Chi Minh City, especially in recruiting personnel for the center.
During the implementation process, Mr. Quang emphasized: "The principle is to absolutely comply with the Central's instructions, and at the same time proactively and flexibly apply them to suit the city's practical situation. Ho Chi Minh City has both implemented and promptly proposed and recommended to remove arising difficulties and obstacles, ensuring that the work takes place smoothly and effectively."

Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the application of the Ho Chi Minh City digital government management platform is a very useful platform today, especially when the city is implementing a 2-level local government model.
In the first phase, the application will be deployed at the People's Committee of Ho Chi Minh City and communes and wards. The next phase will be deployed for the business system and the third phase will be deployed to grasp the socio-economic situation in each locality.
