That was the sharing of Mr. Tran Van Nam, Member of the City Party Committee, Secretary of the Binh Chanh District Party Committee, Ho Chi Minh City in a conversation with Thanh Nien reporter about the local aspirations and specific commitments to stand side by side with businesses and people to develop the economy and society.
* More than half of the term has passed with many negative impacts of the Covid-19 pandemic, how has Binh Chanh overcome it, sir?
Mr. Tran Van Nam : In 2021, Binh Chanh was one of the localities most severely affected by the Covid-19 pandemic, and at that time the entire political system, people and business community made efforts to overcome. The most encouraging thing we feel is that the economy has recovered well after the pandemic.
Binh Chanh District Party Committee has just conducted a mid-term review in June 2023 to assess the situation. 17/19 targets have been achieved and exceeded the plan. In 2021, Binh Chanh was honored to receive a certificate of merit from the Prime Minister for organizations and individuals with outstanding achievements in the prevention of the Covid-19 epidemic.

In 2022, all aspects of work had many positive results, Binh Chanh District Party Committee was awarded a certificate of merit by the Standing Committee of the Ho Chi Minh City Party Committee for excellently completing its tasks. It can be said that this result is the solidarity and determination of the entire political system from the district to the grassroots, of each cadre and party member.
After more than 2 years of disbursing capital for basic construction investment, the district has invested in completing and putting into use 410 works, gradually improving the technical and social infrastructure of the district, contributing to economic development and stabilizing people's lives.
From the beginning of 2023 to now, the district has focused on promoting public investment disbursement and site clearance for 117 projects, especially key national projects such as Ring Road 3, National Highway 50, Tan Kien medical cluster, Xom Cui canal...
* Planning is mentioned as the biggest bottleneck, what has Binh Chanh removed?
- In the general planning project of the district since 2012, the structure of agricultural land accounts for 60%, non-agricultural land only accounts for 40% (of which only 12% is residential land). The population of the district is increasing continuously, an average of 30,000 - 40,000 people/year, the housing needs of the people are very high but the planning has not kept up.

The district was assigned by the city to pilot the adjustment of the planning. Binh Chanh has successfully organized a scientific workshop and a competition for ideas on the construction planning of Binh Chanh district until 2040 and is proposing to the city to orient the planning of Binh Chanh district.
When the project is approved, this will be a condition for the district to focus on socio-economic development, solving difficulties and problems of people and businesses. This is also a premise to promote the district to develop into a city.
Striving to become a 'city within a city'
* What is the district's future direction, sir?
- Binh Chanh has a special location, located at the southwestern gateway of Ho Chi Minh City connecting with 13 provinces and cities in the Southwest region. The district has many regional, inter-regional, and inner-city traffic routes with a well-planned network of railways, roads, and waterways. The district is over 25,000 hectares (about 10% of the total area of Ho Chi Minh City), with a population of over 850,000 people, most of whom are young people.
Many people say that overpopulation is a pressure, but I think it is both a challenge and a resource. Therefore, we have to do two things in parallel: solving difficulties and inadequacies, taking care of social security, and utilizing human resources to develop the economy.
New urban area in Binh Hung commune, Binh Chanh district, Ho Chi Minh city has invested in synchronous infrastructure.
According to the assessment of the Department of Home Affairs, Binh Chanh district has achieved 26/30 targets of the city-level administrative unit. With the above favorable conditions, Binh Chanh strives to complete the remaining targets, especially the traffic target, to soon become a satellite city. The resolution of the district Party Congress sets the goal of developing Binh Chanh into a "city within a city" in the southwest of Ho Chi Minh City.
Of the four targets that have not been achieved, the most difficult is transportation. If we only rely on the budget, it will take a long time to achieve it. Therefore, the district recommends creating an open mechanism to effectively exploit resources for infrastructure investment and transportation development.
Unanimously perform the best duties and tasks
* To "matchmake" with investors, are land mechanisms and resources enough?
- The Standing Committee and the Party Executive Committee of Binh Chanh District have very closely and deeply assessed the potentials and advantages of the district that other localities do not have. But the most important thing is that the district itself must make efforts, from the leaders to the cadres and party members to try to best perform their duties and tasks.
The staff and civil servants of Binh Chanh District work with a sense of responsibility and serve to bring the highest satisfaction to the people and businesses.
Our motto is "Binh Chanh innovates and develops". Each cadre and party member must be self-aware, proactive, creative, responsible and disciplined. Facing difficulties and challenges in budget, the district has also proactively established 3 centers to serve operational work, including the Investment Promotion and Support Center, the Information Technology Data and Application Center, and the Smart Operations Center.
The district also proactively signed a comprehensive cooperation agreement with Ho Chi Minh City National University on human resource training, opening short-term training courses, second degrees, masters, and foreign languages for district officials in all fields to meet the requirements in the new situation.
* In June 2023, Binh Chanh organized a conference to promote investment in the education sector. What results has the district achieved, sir?
- This is the opening conference of 4 conferences to promote investment in 4 areas: education, tourism, agriculture and trade in 2023 of the locality. It comes from the school needs of children in the area and the potential of land and population of the district. We have to proactively seek investors and cannot just sit and wait.

The good news is that the conference received the participation of many investors in the education sector, many large education corporations, and English centers. After the conference, many businesses expressed their interest in learning about the 84 plots of land that the district called for to build schools. In the third quarter of 2023, the district continued to organize an investment promotion conference in the three fields of agriculture, tourism, and trade.
* Ho Chi Minh City pays special attention to and encourages cadres to dare to think and dare to do. How does Binh Chanh district apply this mechanism to unlock resources?
- Thoroughly grasping Conclusion No. 14-KL/TW of 2021 of the Politburo and from local practices, we have proactively developed and proposed to Ho Chi Minh City for policies on 8 breakthrough projects.
The initial results have been approved in principle by the Ho Chi Minh City People's Committee for 3 projects. Of which, 2 projects are in the process of implementation: improving the operational efficiency of the Cultural - Sports Center (now the District Cultural - Sports and Communications Center) and socializing 3 educational lands in the projects transferred to the district. In particular, the satellite polyclinic project at commune health stations has been implemented and put into operation.
In addition, the district also proactively invited leaders of the City Party Committee, Ho Chi Minh City People's Committee and departments to the district to work to promptly resolve and remove difficulties and obstacles in each field.
The district has proposed that Ho Chi Minh City remove 29 difficulties and obstacles in various fields, including inadequacies and overlaps in investment and construction management in the new urban area in the south of the city. The district will also persistently pursue and thoroughly handle 323 projects that have lasted for over 10 years and have affected the rights of the people.

Keep green for tomorrow
More than ten years ago, Ho Chi Minh City moved polluting production facilities to the suburbs. Binh Chanh is the area that received many facilities from District 6, District 11, and District 12.
At first, these facilities were located far from residential areas. But with strong urbanization, residential areas developed around the production facilities, and people complained a lot about environmental pollution. At the end of 2021, the Standing Committee of Binh Chanh District Party Committee issued Directive 06 on strengthening the management and treatment of environmental pollution with the ultimate goal of keeping the environment clean.
Ms. Nguyen Thi Thao, Head of the Department of Natural Resources and Environment of Binh Chanh District, said that there are 185 production and business establishments located in residential areas that generate industrial wastewater. To date, the district has mobilized the relocation of 24 establishments, changed the business lines of 11 establishments, and enforced illegal construction works and relocated 1 establishment.
Tree planting and environmental protection in Binh Chanh receive special attention.

Of the remaining 149 establishments, 135 have invested in and built wastewater treatment facilities. In particular, 4 industrial and handicraft zones in the area with 362 establishments in operation all have centralized wastewater treatment systems and automatic monitoring systems that transmit data to the Ho Chi Minh City Environmental Monitoring and Analysis Center.
In addition to handling polluted facilities, Binh Chanh district also focused on improving the environmental landscape. Communes and towns organized thousands of general environmental cleaning sessions on 319 roads, collected trash and water hyacinth from 90 canals in the area with 73,000 participants.
This effort has eliminated 148 black spots of waste, and planted nearly 28,000 trees and ornamental flowers of all kinds, transforming black spots of waste into flower gardens and children's playgrounds.

With about 20 resources that can be exploited and served to tourists, Binh Chanh district has built a tourism development project focusing on 3 types: eco-tourism, rural tourism and spiritual tourism in Tan Nhut, Binh Loi and Le Minh Xuan communes. The locality expects to launch at least one official tour by 2025, attracting 200,000 - 300,000 tourists/year.
