The goal of Binh Dinh province is to strive by 2025 to have 90% of ethnic minority officials at all levels, cultural and social officials at communes and towns trained to improve their capacity, skills in advocacy, counseling, and communication to change behavior on early marriage and consanguineous marriage in ethnic minority and mountainous areas; reduce the number of early marriage couples by an average of 2% - 3%/year and maintain no consanguineous marriages... in communes, towns, villages, and hamlets in ethnic minority and mountainous areas in the districts of An Lao, Van Canh, Vinh Thanh, Hoai An, Tay Son and boarding and semi-boarding schools for ethnic minorities in the province.

The Ethnic Minorities Committee of Binh Dinh province strengthens communication work, provides information, documents, and propaganda products on marriage and prevention of early marriage and consanguineous marriage; builds a propaganda column through news, articles, photos, and visual, vivid activities related to early marriage and consanguineous marriage on Binh Dinh Newspaper, Ethnic Minority and Development Newspaper; builds news articles, special pages, and columns on early marriage and consanguineous marriage on Binh Dinh Radio and Television; organizes contests, seminars, and discussions to learn about the law, marriage, early marriage, and consanguineous marriage; organizes integrated conferences, seminars, discussions, and cultural exchanges to propagate the restriction of early marriage and consanguineous marriage in ethnic minority and mountainous areas; Builds billboards, posters, and slogans to propagate the law on marriage, population, and family; the harmful effects of early marriage and consanguineous marriage.

Promote propaganda for ethnic minority students about the harmful effects of early marriage and incestuous marriage.

Improve the capacity of cadres, civil servants working on ethnic affairs, legal reporters and propagandists; organize training courses, improve legal knowledge and communication skills, mobilize and advise cadres working on ethnic affairs, legal reporters and propagandists at the local level.

Organize consulting and intervention activities integrated with programs, projects, and models of reproductive health care, maternal and child health, population and family planning, nutrition, and physical development related to the field of marriage to reduce child marriage and consanguineous marriage in ethnic minority and mountainous areas; integrate into propaganda and mobilization activities for ethnic minority people to "say no to child marriage and consanguineous marriage".

Deploy the Club Model for ethnic minority and mountainous areas, boarding and semi-boarding schools for ethnic minorities in the province; continue to establish the Club "Say no to early marriage and consanguineous marriage" in schools and maintain the 3 clubs deployed in 2023; organize counseling on reproductive health and sexual health for ethnic minority youth; Compile, print, provide appropriate communication products to serve the model's propaganda activities.

To effectively implement the work of preventing and combating child marriage and incestuous marriage, the Provincial Ethnic Committee requests the People's Committees of Van Canh, Vinh Thanh, An Lao, Hoai An and Tay Son districts to direct the Ethnic Committee or the district ethnic work monitoring department, coordinate with the Ethnic Committee Inspectorate to promote propaganda and mobilize ethnic minorities to say no to child marriage and incestuous marriage.
