Binh Dinh deploys online public service agency model

DNVN - The model of "Online public service agent" supports people and businesses in accessing and using public administrative services through the network environment.

On June 4, the Office of the People's Committee of Binh Dinh province signed a cooperation agreement with the Joint Stock Commercial Bank for Investment and Development of Vietnam - Binh Dinh branch ( BIDV Binh Dinh) to deploy the model of "Online public service agent" in the province.

Mr. Vo Gia Nghia - Deputy Chief of Office of Binh Dinh Provincial People's Committee, concurrently Director of the Provincial Public Administration Service Center and Ms. Nguyen Thi Ngoc Quynh - Director of BIDV Binh Dinh, signed the cooperation agreement.

Mr. Vo Gia Nghia - Deputy Chief of Office of Binh Dinh Provincial People's Committee, concurrently Director of the Provincial Public Administration Service Center, said that the model of "Online Public Service Agent" and the model of "Smart Administrative Procedure Kiosk" are 2 of 108 tasks that Binh Dinh Provincial Party Committee has committed to the Politburo on implementing Resolution No. 57, Project 06 and digital transformation in the Party.

In particular, the model of “Online Public Service Agent” is a model to support people and organizations in accessing and using public administrative services through the network environment. The online public service agent has the following tasks: supporting the monitoring of the progress of processing records and advising on appropriate forms of receiving results (directly or via public postal services); explaining and supporting additional records (if necessary) as requested by the system.

Provide additional advice when people need to carry out other administrative procedures; receive and guide organizations and individuals to clearly identify the need to carry out administrative procedures; guide the preparation of documents and papers according to the requirements of each procedure; support the digitization of documents (taking photos, scanning) to convert them into electronic files; guide the operation of accessing the National Public Service Portal or the local system to submit documents online.

This is a new, advanced solution to promote digital transformation, modernize the administrative system and improve the quality of service for people and businesses, helping to bring public services closer to people, especially in remote and rural areas.

The “Smart Administrative Procedure Kiosk” model is an “electronic officer” that helps people and businesses look up information, submit documents, get queue numbers… quickly and conveniently.

“We are committed to continuing to closely coordinate with BIDV Binh Dinh to constantly improve and expand these models to many localities in the province so that every citizen and every business can feel the convenience and dedicated service of the local government,” Mr. Vo Gia Nghia emphasized.

Meanwhile, according to Ms. Nguyen Thi Ngoc Quynh - Director of BIDV Binh Dinh, the unit will deploy online public service agents at 7 transaction points of BIDV Binh Dinh in Quy Nhon City. People can go to the bank's transaction locations to submit online applications on the National Public Service Portal and the Public Service Portal of Binh Dinh province.

Immediately after the signing ceremony, the Office of the People's Committee of Binh Dinh province and BIDV Binh Dinh organized the opening ceremony of the "Online public service agent" at BIDV Binh Dinh headquarters and the "Smart administrative procedure settlement kiosk" at the Binh Dinh Provincial Public Administration Service Center.
